As Angels got most res against EM / Therm, you o the math 
That said, I don't rat hunt.

=), i did it 1 week then it got so freaking boring i got the recon out and hunted rat hunters instead 
But i did my rat hunting against bloods where my zealot was perfect

minmatar would suite you best, just on the damage type alone,
sheild tanked muninn or vaga is a breeze agaisnt angels,
although the amar hac`s are better suited to taking damage from exlposive and kinetic their EM + Thermal damage lets them down agaisnt angels

if all the minmatar hac drivers hadnt cried like insane the amarr hac drivers would have gotten their explosive dmg crystals.
