At the moment i want to run a simple mining operation alone. However, sometimes somebody pops up and bumps my Bestower out of the belt with his battleship. What chances do i have that a GM stops him from doing this when i file a petition?

Just orbit the asteroid so you automatically get back to the mining distance.

If someone is doing it chronically, or a whole group of people are doing it then GMs will take action. (Usually it's just warping people to random high sec systems far, far away.)
If it's just some guy bumping you a few times, cackling and then flying off, then no, don't bet on it.

Orbit around the roid and have a tractor beam on your can so you drag it along as you orbit. Tah-dah!

Even more if you are mining in a 'stower, they are looking to see if you are there or AFK.

Bump away, GM's should do nothing. If this causes problems you may very well be afk and may see a suicde kestral soon. The joys of a PVP game.

It can be if it inhibits travel, like the gang of ppl that stopped a freighter from travelling a system by bumping it away from the gate.

Also, if you are doing so, don't mine from the warp in point. Anybody else warping from the same start location to your belt will run straight into you. It's also a good habit to get into if you ever plan to mine in low sec. There you want to be as far from the warp point as possible and alligned to a safe spot, the extra couple of seconds that will give you can mean all the differences between getting away and activating your new clone

To get back on topic, like the others said, if its one single Person or Group harrasing you the GM's might do something about it, else not.
