The other day a mate and I were doing IVs together. He was a bit new and warped into the area before me, the tank, and he took a fair amount of structure damage as he got out. Once he was docked in station, he discovered there wasn't a repair facility available.
His ship was heavily damaged and could not leave the station.
As far as I know, Hull Repairers only work in space. If he can't leave the station, and there aren't any repair facilities, what is he supposed to do?
This time it was just an Itty V, but what if it was a Faction Battleship? A HAC? Would he have no choice, but to abandon his ship there forever?

If you petition a GM I think they'll help you. I'm pretty sure tis is a bug.

Can't repackage a damaged ship.
Definitely only a GM fixable problem.

Stick on one of those bulkheads. It'll raise your structure enough to undock.

The GMs will most likely move you to a station with a repair facility. If it's a decent GM, he'll also move you back once the repair is done. If it's a really nice GM he'll even offer a few words and maybe even reset the mission if you now have troubles making the bonus reward, etc. The last one there are a bit rare, though. Fit an armor plate to rise the negative points in armor (i dont know why, but it seems eve uses negative points when armor goes down and hull starts to get damaged). Fit your hull and armor repper too, undock, repair and dock again.
Sorry for my english
