As a noob, I've been doing a bunch of lvl 1 combat missions and now have a ton of loot in my items hanger at the station. Should I just sell it? Refine it? Reprocess it? Does it matter?

Selling them, if you can, would probbly make you the msot cash. Reprocessing and selling the minerals would be much easier and quicker though.

refining them would be good if you have a bpo/bpc of the ammo you use coz its a easy way of keeping your wallet raising and not having to buy ammo

For some items, selling is more valuable; for others, reprocessing. It depends on the item. If you find that reprocessing is more valuable than selling, then consider setting up a cheap buy order for that type of item...

You'll find that in the stations where a lot of people are doing missions, there are basic level 1 drops that are just in a glut. For example, there were so many 1MN Afterburner I's around Oursulaert III navy when I was there that they were selling for less than the minerals they were worth. If there's a huge surplus, you're better off refining and selling or using the minerals. As mentioned above, for anyone who has extra buy orders or for anyone who needs the minerals, this should be a good clue that someone needs to set up a nice buy order on these...

Look up the item in the database. It shows the mineral requirement. Calculate the mineral value from the mineral prices and compare the total to the market value for the item. If the mineral value is less, sell the item. If the mineral value is more, reprocess it and sell or use the minerals.

really I cant be arsed to see if 2 of my 200 items are sellable refine them in to something and make something out of it. Ammo or a new ship are top of my lists.

I tend to reprocess anything worth less than 500.000 ISK Cheap items just isn't worth the hassle of sell orders, unless you have lots of them. ---

I came to this conclusion: most things that have buy orders will typically be about 5-50% less than what you can make by reprocessing and selling the ores. It did also help me figure out also what items are also worth buying just to reprocess as well.
But overall, like someone posted earlier (by my value is lower), anything less than 100k is really not worth the effort in trying to sell. Most lvl 1 loot can be reprocessed without worry. But definitely have a look at the named items before you sell.

As a rule of thumb, I found that generic items were usually worth a little to a lot more reprocessed than sold, if the regional market value of the item was below average. So my usual routine is to check the sell price, and refine if it's into the red zone. Unless I'm in a hurry, of course.
This seems to break down quite a lot when you get into higher priced and named items. Very early on I found something that was selling for nearly a million ISK, but I reprocessed because the market was well below average. Needless to say, I only retrieved a small fraction of that in mineral sales.
