So I just got my first hound, and guess what? I smell a bug.
"Advanced techniques in spatial distortion technology enable
them to potentially fly faster when cloaked than when
uncloaked"
Says the description, so I train covops to level 4, put on a prototype cloak and succeed in going... 141 m/s...
WTF?!?!
Let's go over the bonus together.
Speed before cloaking: 282m/s
Speed after cloaking: 141m/s
Speed I should be doing: at least 282 m/s
So wtf is going on?

Ummm prototype cloak gives a 90% reduction in speed.
covert ops cloaking device ii no reduction
improved cloaking device ii 75% reduction
do the math

hmmm, ahh, the effect of the ship applies to the mod even when it's not active...

it's 25% speed per level... with your cloak you'll see a benefit at level 4.

Your problem is you are using a prototype cloak.
Buy an improve cloak. You'll go faster.

For some reason, t1 cloaks on bomber work differently from the improved t2 ones ...
Petitioned, bug reported it a number of times, nothing on that topic yet

Yes you do if you're in a Stealth Bomber and have cov ops trained up. with an improved cloak and cov-ops 5 you go 50% faster, with a couple of named nano's or overdrives you can get some nice speeds out of a bomber.
