I was watching my brother play WoW the other night, but he was actually playing it (neither was i). He had downloaded some program and installed it into the game, and what it allowed him to do was move around his UI and stuff on his UI (such as the minimap).
For me, I'd like to be able to hide the left bar and have it appear only when my mouse goes over it. I also wouldn't mind being able to move my overview targets to the bottom right of my screen and shifting my ship status over to the left, or even having the ship status as like a circle around my ship.
Now, I'm not proposing to open up the eve client to UI programs, but what is not allowing the eve UI to be moved around/customized?

You can turn autohide on the neocom - just right click to change the setting.

You can colour the windows in a way that pleases you, including the opacity.  And we are allowed to stack windows repeatedly. --*=*=*-- Megadon CCP wanted a well known artist and celebrity to test the new font so it's approval would be well known. They got Ray |

Sounds like a former WoW player. 
You can re-arrange the combat modules buttons fine... thats all you really need. I honestly never understood those WoW PvPers who needed to install 30 different UI mods in order to make their UI look like a giant jigsaw puzzle. _______________________

Nothing wrong with having more options in customizing your screen. Currently you can barely see anything if you have all the windows you need up in Eve.

Compared to WoW, Eve offers essentially zero customization.
Back when played WoW, my screen looked absolutely nothing like the original. Scripts and macros made the interface intuitive. I could bind things to keyboard presses, rather than kludgy right-click menus. Every action was bound to a single button or mouse click. Tab to switch targets. One button to attack. Shift-click to loot a target. Eve requires the user to go through a half dozen clicks for the basic functions.
Heck, I had a mod that gave a bit of AI to my Warlock's pet demon so I didn't have to constantly order it to do every little thing.
Compare that to Eve... where I can't even make a keyboard shortcut for the simplest things like "Approach Target". No, as many issues as WoW has, its UI customization puts Eve to shame.

Whenever there was a patch the whole lot often goes to **** and you have to get new versions of everything. Players who didnt get whatever uber mod were at a disadvantage aswell.
I'd like to be able to drag the ship indicator about (the thing with your hitpoints/modules) but thats about it. Maybe bind a few keys aswell.

I disagree it just shows how poor a game is in my opinion if people have to bring in 3rd party software to make it easier/better to play

a fully customizable UI is pretty much needed nowdays imo, its a state of the market people like to customize their UIs. heck even Everquest has a XML driven UI now and you should have seen what it used to have.....

To you, it looked like a jigsaw puzzle. To the person playing with it, it was fast and intuitive, providing all necessary information at a glance with a minimum of kludge.
This is the whole point of UI customization. That jigsaw PvP UI would bewilder a new player. No one would seriously suggest that such an interface should be given to them. However, to an advanced player, it's incredible useful. This is one of Eve's problems. The brand new player is forced into the same UI as the most advanced. What is great for a newbie (right-click menus), is a massive kludge to the experienced player. Similarly, many concepts are not intuitive and difficult for the new player to get a hold on.
UI customization allows for a simplified interface for new players to get aquainted with while allowing experienced players to get the most out of the game. It's too bad CCP is religiously against UI customization...

I would be nice to be able to approach something just by tapping a key.

Back when I played EQ for a bit, it actually shrunk the screen down whenever you opened the spellbook... now that was a horrible UI! 
(To be fair to EQ, that was like six or seven years ago)

We don't really need 3rd party software. If anything, CCP could just introduce a feature that allows you to 'unlock' some parts of the UI to allow you to adjust them and then 'lock' it up so you don't accidentally drag it.
Also, opening up this kind of customizations to 3rd parties is great, imo. It creates a bigger community for the eve fanbase. Just look at all the sites that have been made to document stuff not released by CCP (complex lists, Ice belt lists, Full Item DB, a more complete player guide, etc.) and look at how much people are enjoying working on them.
Some of the problems I face with the current overview bar is that it doesn't display enough information. I would like to see player name, corp, alliance, ship, transversal, and speed, but to do that, it takes up half my screen. With a little customization, I could have that all displayed when I simply click on the target.

I would like to change the bindings to some of Eve's keys and the UI could be a bit more customizable. By and large it is satisfactory which I can't say the same about the default UI for WoW.
When WoW first came out you only had a single bar for your spells and abilities. It was alright for the first twenty levels but eventually you get more useful spells that you use often than you have space on the bar, so you ended up putting the spells on a second scroll bar and scrolling between the two bars. It would be like having only one row of modules showing up at a time in Eve.
WoW changed to address this problem but it just shows how lacking the default UI is that you need third party scripts and mods to play the game at your full potential, like VinLieger said. Eve ain't perfect but it is sure is adequate for the kind of game that Eve is, unlike the default UI for WoW. ___________________

Frankly it shows that the developers of EVE are mature and professional.
Just imagine how much Easier macros become with htat level of interface control. Its bad enough that they mine all our ore, do you really want Combat to be decided by who has the best macros.
If you want to see a game with too much interface modification that was ruiend by it, go look at the original tribes, it reached a point where to be competitive you needed the interface and keystroke packs, and that was just sad.
PRoposal to fix blobbing and make Charisma useful.

Customisation of the UI is something I would REALLY like. I came from a different MMO where every window on the screen could be resized and moved around and color changed and so on.
It was VERY flexable. Then I came to eve.. a game that was a year older then my previous MMO. I figured, hey, a year older, more mature game, should be even MORE customizable.. yeah right..

Where you here before the EXODUS patch? Cause thats when EVE got an UI upgrade, it used to be just like you described in WoW, 1 layer of modules...
With EXODUS the UI got both better and gimped at the same time, before you could move the Overview (called auto-scanner back then) to any location you wanted, you could stack it with other windows etc, and you had a clickable "STOP" button but the module layers were crap, now its the opposite... there used to be NO overview bugs either and you could move locked targets around the screen.

The word macro is a bit unreasonable, and I don't think anyone wants the type of macros that are in WoW (the coded ones, built into the game).
What would be nice is to bind keys to do a few functions, such as launching and attacking the active target for drones. It's not a balance issue as it would be availible to all players. If any UI customization becomes availible, it should be well documented and availible to all players.

I'm always amazed at the attitude of Eve players. "OMG! It might help macro-miners! Who cares if it makes the majority of gameplay more intuitive and enjoyable! It's might make macro-miners more enjoyable, too!" Priorities are seriously screwed up when getting at macro-miners is more important than better gameplay.
As to your "The best macro wins" scenario, that is simply absurd. When an interface is intuitive, it removes the constraints of fighting the UI and makes the person with the best strategy and setup win. Quite often, in Eve, I feel more like I'm fighting the interface than fighting the red.
No one is suggesting anything that would let the game fight for you. Macro's, in this case, might be "Activate modules 1, 2, 4, and 6" with one button push. "Load modules 6,7,8 with XRay crystals", "Loot all in can", "Orbit target at 10km", stuff like that. Simple rote tasks that should be performed by the computer.
But then, Eve isn't even at the point where simple macros are on the horizon. We're still fighting for a button to "Approach Target".

yep this is why the haulers never got their intended moble refining module as well(the reason they have so much CPU and you sometimes see a book "moble refinery operation"), god forbid it makes a the macro life alittle to easy they want to deny things that make gameplay that much better the real players. UI mods havent caused the downfall of any other MMORPG.

I would love to see that in the UI. I used to do quite a bit of key binding in other MMO's, mainly for simple and repetitive tasks like you describe. When I came to EVE I was really surprised at the lack of changes I could make. IÆve grown used to the UI as it is today, but I really donÆt see how tossing in a few changes like key binding and being able to tinker with the window positions/sizes a bit more would hurt anything. Anything to cut down on right-clicks is a plus in my book.

As a game designer I can only say this..
If masses of people who have used your product had to hack your client in order for your User Interface to be simple and intuitive, then you have failed. You have poorly designed your product.
Alot of work goes in to deciding what is the best User Interface for a game because that is how the user interfaces with your title. It has to be simplistic and anyone should be able to sit down and use it immedietly.
The EVE User Interface is the best i've seen. Everything is there for you, it is simple, easy to use and has the anology of a modern day operating systems user interface. You can move your windows around, resize, reshape, minimise ect. That in of itself is extreme customisation due to the fact that depending on what you are doing, you can fit the UI to suit your needs.
EVE UI in a design sense is perfect, and does not need any third party crap or added customisation added to it.
Dont fix it unless its broke.
