What is an efficient way of skilling up to get the biggest bang for my buck(time)?
Please keep in mind that I am 2 days old here and I do not have even a basic grasp of what Skills are out there and what they do. So as a caveat question, where is a knowledge base that spells out what skill and attribute points do.
Example: I know some things add +1 to perception but what does that mean in terms of gameplay? <----- Answered

each skill has two attributes it needs. a primary and secundary. If you gain +1 perception, all skills needing perception will go a bit faster then without that +1 perception.
Go to the market, go to skills and then to learning. Make sure you train them all before even thinking about training something else.

I understand that part, but does perception allow me to do anything better in game other than acting as a temporary barrier to learning new skills?

Nope, attributes have no effects in the game except skill training time.
As for learning which skills are useful, it might be a good idea just to browse through the in-game market, or the Item Database here on the website, and read all the skill descriptions.

I'll start looking through the item database, but if anyone has a particularly effective mining build that worked for them I would very much appritiate it.

Either train up an Osprey (a Caldari cruiser) or a Scythe (Minmatar cruiser) or even gun for an Apocalypse (Amarr battleship). Train up Mining to IV, Electronics to IV or V and equip a tank that can handle the NPCs in the area you'll be mining and as many Miner IIs you can fit.
Do you also know how to jetcan mine? ___________________

As a miner, your most important skills are "Memory" and "Intelligence"
Those two skills will help you learn Mining (which increases mining yield) and Refining (which helps you refine more minerals from the same amount of ore). Those two skillbooks (memory and intelligence) and then increasing Mining, Refining, Refining Efficiency, etc will help you gain the most from what you currently are working toward.
The Item Database on the side has all the info on the skills... You'll want to look into Skills --> Industry and Skills --> Science (astrogeology).
Some miners are also builders... in which case the above two fields are also appropriate.

This is the practice of Jettisoning your cargo and filling up the Canister, correct?

This is a good approach if you're sure that you know what you want to do for a long time (months & months), since the Learning skills take a long time to payback the initial investment of time (and ISK), and will stall your initial progress in becoming more effective at your chosen profession. The basic learning skills will take about 25 days to train to Level 5. Check the Skills forum stickies for a break down on how long it takes to get that 4 weeks back.
Since you're only 2 days old I'd recommend concentrating on skills in the Industry, and Spaceship command trees to get your mining output up, then when you get to the point of those skill levels taking multiple days to advance look at the Learning skills.
