I'm looking to use my new Tempest in mostly an anti-battleship role in small gangs of 3-6 people.
I'm not sure if it's better to go with an AC setup, which has proven quite deadly in my Cyclone, or with a longer-range artillery setup, keeping in mind that I can't use T2 guns.
Will I need the T2 weaponry to make it a viable long-range battleship killer, or should I stick to an AC setup?
Also, should I armor-tank in either case? I've seen some shield-tanking setups for ratting, but don't know if that's practical for PvP.
Any help is much appreciated. Thanks.

There's a thread "Ship Setups Index" stickied on the forum. Find two links to Tempest setups in it. Read the threads.
I think T2 is much more needed with Arties due their bad DPS, insane range you get with T2 ammo and heavy price tag on 1400 Scouts. Therefore, I'd recommend AC.
But as you're going with small gangs, the final choice depends on what others are going to bring with them. No use bringing a snipest to a close range battlegroup. If you have enough dedicated tacklers with you and you're all close range, go with shield tank, web and AB/MWD in mids, Gyro + PDU / WCS ( ) in lows.

Thanks Wilfan, I checked out that thread many times already. Just wasn't sure if I should go long or short range. Given my skills, though, it's looking like AC may be the best bet.

It really depends on what your small gang is going to be doing.
With a small gang, I'd recomend ACs.

OTOH a covop and 2-5 snipers can wreak havoc, too...

If your gang has tacklers in it and you have insta's, then a 1400 setup is good.
If your gang doesn't have tacklers and you are in a small group, then autocannons are nice.
