Switching to Tech II Olde English Translator Module:
"Yet some numbers of vessels armed with certayne disordered persons mixt of sundry nations, do still haunt the narowe seas, and resort secretly into small Creekes and obscure places of this Realme for reliefe of vitayles, and suche lyke."
Some vessels armed with total nutjobs from different countries still haunt lowsec, and resort to secretly sneaking into roid belts and safespots of the Eve universe for relief of ammo, cap charges and such like.

English isn't even my native language and I understood that quite well... And Elizabeth the First lived in the 16th century, not the 12th.
12th century English, now that's harder -- and a lot more fun. --- High quality pics of ALL EVE ships!

Watch out though mate, official confirmation that you are a privateer of the state might not be enough ...
"Famous recipients include Sir Francis Drake, Sir Henry Morgan, and William Kidd. To further illustrate the subtlety between piracy and privateering, both Henry Morgan and William Kidd were later brought up on charges of piracy by England."
Boy would I be ****** off about that!
If anyone is ever in London, I'd recommend a boat trip down the river Thames and just between Tower Bridge and the Isle of Dogs, you'll be shown Execution Dock.
Eve pirates, may I introduce your forebears:

Canturbury tales was written in middle english, and that is hard enough to understand. Real old english is practically a whole nother language

Old english was German.
The proclamation says that poeple who sneek into creeks and such to rob poeple are pirates even if they fly a legal Royal Navy flag.
Also, don't deal with people trying to sell things to you or buy things from you if they aren't known merchants bacause they are either pirates selling stolen goods or smugglers avioding customs/tarrifs.

Heh, that's good fun once you've deciphered it a bit. Thing haven't changed in the thousands of years between 1569 A.D. and Eve Time.
Here's a good bit, that says "Concord, I've told you once, now get to it or I'll kick your ass!"...
Furthermore her Maiestie wylleth and commaundeth all maner her officers, and specially Wardens of Portes, Uiceadmiralles, Constables, or Capitaynes of Castles vpon the seas
Her Majesty wills and commands all of her officers, and specifically Wardens of Ports, Vice Admirals, Constables or Captains of Castles upon the seas (big **** off battleships I guess!)
and al other hauying any office in Port townes or places of landyng, that they shall foorth with, as they wyll aunswere at their vttermost peryll, to do theyr vttermost in their iurisdictions
And all others having any office in port towns or other docks, and they will answer at their utmost peril (I'll hang them by their *******s otherwise!) to do their utmost in their jurisdictions
to enquire, lay wayte, and thereby apprehende al maner of persons that do haunt the seas with any kynde of vessels armed, beying not an apparaunt marchaunt,
To find, lay waste and apprehend all manner of people that haunt the sea with any kind of armed vessel, who aren't flying Iterons.

Castlles on the Seas refers to fortifications that had command over seaways, ports, or other coastal points of interest. What she is say here is neither harbor pirates nor give them passage in your area of control.
The difference between Drake and teh other privateers is that Drake stayed on target: Spanish shipping. The others weren't so picky.
