Apparently it is acceptable to run COSMOS missions as many times as you like. It is fine to purchase the vouchers needed to access the higher levels and hence kill the NPCs that drop faction loot. And making 15+ billion ISK in 3 weeks is the work of a winning EVE player and not ridiculous at all !!
Prepare for Tank-CEO's Mothership Gatecamps in approx 4 weeks time ..

CCP might as well just start instancing all these damn dead space missions. If they are going to be in a risk free money making world why not remove the load from the server while we're at it?

I don't think so ( at least I couldn't), but you can camp plexes and all COSMOS plexes has insane reswpan rates. Some plexes reswpan within 10-15 min. Go figure now.

I know about two low sec COSMOS: in Audesder and Kenobanala, but I doubt that you can make billions there. As for the high sec COSMOS ( Ani,Okkelen, Araz and Algintal) you can make some isk ther, but only if you have a lot of alts and know veru specific agents/locations. As for faction BPC's you need insane standings there.

I should be quite obvious to anyone using the tactic described, that this can't be intended game design. And since blatantly taking advantage of such flaws has well known consequences...

Some of the agents are broken, they only check if you have the correct voucher and if you have completed the mission before.
It then hands you a storyline mission chain of 8, where you complete one through seven for standings boost, kill the npcs at the last mission of the chain with the help of a carrier and purposely fail the mission. You don't run into negative standings because you don't lose as much as you gain in the first seven. The reward isn't given upon completion, but rather an NPC drop.. making completion irrelevant.
You get another voucher, either by killing one of the five npcs that hand them out or by paying some nublar with the standings to give it to you.. not knowing how much its really worth. Then you go back to the broken agent and it will give you the same mission over and over and over..
From the COSMOS guide:
"Normally the COSMOS missions which are given by these agents are flagged as once-per-character, meaning if you fail or complete them you won't receive them again. Note: The mini-profession missions are NOT once-per-character. "
Apparently, CCP did not realize this and the loot tables were nerfed today at downtime, along with drop rates for the vouchers when you kill the npc - but nothing has changed. Tank and his friends have run them for about 3 weeks to obtain close to 30bil.
Since this has not been declared an exploit by CCP - I will expect that moderators do not touch my post. If it gets modded, then I expect something to be done about all those exploiters.

It's not an exploit, and there are 10 other people in Carriers doing these missions three times a day too.
