I am looking for a character, focused in PvP, that is between 30 - 45 Million SP. I am looking for something that has a bit of race specific focus in it; race doesn't really matter. Budget can fluctuate a few billion but must be something that is really well built with little to no waste.
Requirements:
 T2 Guns - Battleship, Cruiser, Destroyer, Frigate
T2 Modules - Battleship, Cruiser, Destroyer, Frigate
T1 Rigs - Battleship, Cruiser, Destroyer, Frigate
Bonus:
Can fly a Capital Ship dreadnought or carrier.
Has small corp history.
Has Battleship 5, Battle Cruiser 5
Large Bonus:
Little to no waste in other races ships differing from character's culture. |

if you can deal with a large amount of SP to counteract the waste, and your budget can stretch a tiny bit
