I know that ME research on a BP reduces the amount of Waste and hence use closer to the perfect amount of minerals needed to produce the item. But what does Production Efficiency actually do. It says 4% reduction in materials. So does that mean if I have Production efficiency traned to level 5, I will use 20% less materials to build that item? This then would be lower amounts of minerals than the perfect amount listed on the BP?

You've got it a little mixed up. The 'perfect' amount is the amount you would use with maximum production skills. These amounts do nottake the ME of the blueprint into account, it shows how many materials would be used with an ME of 0.
Production efficiency is probably the most important skill for manufacturing, because it reduces the amount of minerals you need, and brings you closer to the perfect amount. I'm not sure if there are other skills necessary to reach the perfect amount, or if it's just production efficiency.

So if Production Efficiency brings you closer to the 'Perfect' amount, what does researching the BP do. This is very confusing.

Well, if you're going to put it in terms of the "Perfect" amount, then Production Efficiency gets you closer to "Perfect" while researching it makes "Perfect" smaller.

Perfect Smaller? Meaning below perfect? This is what I am asking. With Production Efficiency at 5, and reseaching a BP to say 20 ME, will I use less materials than what the BP says perfect?

No. The "Perfect" value will shrink as you raise the material level. No, it doesn't make sense, but yes, that's how it works.

when you look at a bpo it says 1100 tri you, 900 tri perfect, as your get your production eff up you get closer to that perfect, now say you got your ME up to 21 it would change that perfect from 900 to 805 so an unresearched bpo shows you as 1100 and perfect at 900 a researched one to ME 21 shows the perfect at 805 instead of 900
