Sorry if this doesn't help much but I would say the Celestis is highly inappropriate for ratting. Try a Vexor instead! Where would you be hunting anyway? --- High quality pics of ALL EVE ships!

Most probably 0.0. I know people will say that a vexor will be better but ive flown one for a while and i want a change. Also I think that the sensor dampning could save me from most of the pirates I've run into 5 times outta 10.

Too low dps and no tank m8 :| It's not gonna be possible. Have you tried an AF ?

I mean, the Celestis lacks grid in a scary sort of way, as well as firepower to kill anything larger than a cruiser, as well as any ability to tank. So if hunting in 0.0, you'd have to restrict yourself to battlecruiser spawns (if that), rely on your sensor dampeners to prevent the baddies from locking you (if that even works, which I'm not sure of), and remain at a safe distance and shoot them from there.
So you'd need: - 3 250mm railguns with semi-long/long range ammo - Something in that 4th high slot (a heavy launcher for example) - An afterburner, hoping the NPCs are not faster than you still - Drones - A bunch of dampeners, and maybe 1 sensor booster And you'd have to sacrifice the tank if you want to have enough grid for all that, because you would have to fit power diagnostics to help with your grid.
At least that's the way I see it, off the top of my head. I just made up a couple of setups in QuickFit but came up with **** for the most part (besides what I said above). Maybe someone will have better ideas. --- High quality pics of ALL EVE ships!

1) Surely the whole idea is that they can't hit me so why would I need a tank. 2) I could does enough damage to take down a 625k BS using 4 150mm rails and 3 light drones (Using my vexor, had very low skills at the time). Just incase you hadn't realised I'll be using 3 med (hopefully tech 2) guns and 4 med (hopefully tech 2) drones and a Arablast heavy missile launcher so i'll still be able to fight a reasonale proportian of the rats. 3) I don't want a AF, I want to use a Celestis.

I use a Celestis extensively...in multi-ship fleets doing l4 missions. I have to agree that the Celestis isn't really a solo PVE ship. I would say that you MIGHT be able to hold your own with T2 equipment. You might consider a Thorax if you want out of a Vexor. you might also consider the T2 version of the Thorax for a little more survivablility.

Ok right I know I will be able to do enough damage to hurt a large majority of spawns including BS's. Also can I say I'm not flying this because I don't have the skills for the thorax or the money I'm flying it because I want to and I always like to be different. I take it from the lack of posts so far though noone can come up with a good setup. Oh yea aand I wont have to be that far away, I can get a BS's targeting range down to about 10km.

I use 2 Heavy missile Launchers for long range, just try to optimize ammo whether you're shooting at shields or armor.
Got 2 150mm guns to defend at 15km if something gets close.
Sensor dampeners work for now, but i really havent tried anything tougher than a lvl 2 mission.

It's what I'm doing now....
I'm a bit of a wierd gallente, with low(ish) drone and hybrid skills, but with decent missile and shield tank skills.
Whatever, the mid slots lend it to this.
I run Lvl 2s mostly and have NEVER had a mission break my shields with this setup. That being said.... I don't know if it should with lvl 2s.
I'm running: Highs: 2x Malkuth Heavy Missiles with Widowmakers 2x 150mm Scout Rails with Iridium Mids: 1x 10MN Burner 1x Parallel Weapon Navigation (painter) 3x Large Subordinate Screen Stabilizers Lows: 1x Small Armor Rep (just in case and to save cash) 1x Power Diagnostic System I 1x Shield Power relay I Drone Bay: 4x Hammerhead Is
It's by no means perfect, but it's fairly cheap and versitile. Going against cruisers and buildings makes pretty short work with decent skills, and the painter and drones can do a number on any frigate or group of frigates.
It's fast enough to not make me impatient and keep up with quicker ships. If you want to go more specific, or just have more standard skills...
Replace the armor rep with a second Power Diagnostic or Power Relay. Replace the Painter with a shield recharger or hardener. Replace the heavy launchers with assault launchers and the small rails with meds, then you reverse the weapon roles and can still cover all your ship sizes.
I have just over 1.5 Mil SP, but it can be done with quite a bit less as I have decent mining and industry skills. Costs about 5.5 mil to buy, fit, and insure.

To the poster who said it was not possible to solo 0.0 Battleship spawns in a Celestis, has he ever tried? I solo 0.0 Battleship spawns just fine with my Celestis. PVE setup is much different than a PVP setup.
For PVE, equip 3 Large Shield Extenders, 1 Medium Booster, and 1 Cap Booster in your mid slot.
I usually equip 2 Warp Core Stabilizers in my low slots and a Power Diagnostics.
High slots, you'll have to play around with, depending on your skills, preferences, and your other modules quality, which affect how much Power Grid and CPU they take. 150mm or 250mm Railguns and Heavy or Light missles.
And don't forget your drones. In fact, if you're lucky, the NPC Battleship will target your drones and not you.
With variations of this setup, I am able to tank and destroy 0.0 Battleship spawns (Serpentis Admirals). Not just the Battleship, but the entire spawn, all in my Celestis and all with Tech 1 modules.
