I do believe that Pann is a female avitar for a single purpose.
A female avitar eludes to the possibility that the human behind the keyboard is in fact a buxom member of the fairer sex. And as we know the fairer sex are usually handled with more resolve and tact, therefore I believe that this is a very manipulative tactic designed to put us male avitars on the back foot when reading the often weak excuses for continued server instability.
So, we can therefore conclude that the use of evil tactics in Eve is condoned by the highest authority... Interesting...

Impossible to tell from a sample size of just one - Pann - whether or not this theory is true. We know for a certainty it's true on a large scale - a lot of male players create female characters on all the MMORPGS I've ever seen, because they know that helps to get them better treatment from other male players.
Only Pann knows whether or not she was being that devious
