I pulled these numbers from http://eve.grismar.net/explorer using the following search parameters: Show Agents With agent with level .. With agent with quality level (QL) .. Belonging to faction with name containing ..
I did not verify these particular results with in-game data, but in the past this site has proven to be accurate and reliable. I looked at L4 agents, since that is the current limit on agent level and is the "end game" for mission runners. I looked at agents for the main 4 factions Caldari, Amarr, Gallente, Minmatar.
First some baseline numbers, all L4 agents regardless of quality: Caldari: 354 Amarr: 336 Gallente: 346 Minmatar: 183
Pretty even between Caldari/Amarr/Gallente, but Minmatar has about 50% less. Why?
Of course running low quality agents isn't smart when you have access to higher quality ones. So lets cut out everything with a negative quality. All L4 agents with quality >= 0 Caldari: 198 Amarr: 231 Gallente: 238 Minmatar: 114
Caldari has dropped about 20% below Amarr and Gallente, Minmatar still has 50% of the highest.
Still, why would you run a quality 1 agent if you could run a much higher one instead?! So lets look at quality >=15 for each faction? All L4 agents with quality >= 0 Caldari: 84 Amarr: 133 Gallente: 157 Minmatar: 62
Minmatar slip a bit down to around 40% of Gallente's total. Caldari drops a lot here, to about 55% of Gallente.
Finally lets look at the cream of the crop, L4 quality 20 agents.
Caldari: 5 Amarr: 78 Gallente: 96 Minmatar: 16
The numbers speak for themselves I think... only 5 L4 Q20 Caldari agents in the entire game? That is 1/3 of what Minmatar get!

Amarr should have the most in reality - they have double the space of any other empire factions, etc.
It isn't realistic to assume they should all be the same... --------

Which basically is how much caldari agents reward you for working for them. So, no wonder caldari got so few high quality agents, as it's well know that most caldari are skinflints. Minmatar got so few probably because they still have low standards of living.

It's really a question of choice, and Minmatar / Caldari do not really have a choice, since they have so few agents & corporations if they want the very best L4 Q20 agent. Or even if they want a good Q15+ agent. Minmatar has only a very few corps/divisions choices with Q20. And, there is only one corporation in Caldari that has Q20 agents and only 2 divisions to choose from.
It just dosen't make sense to me, I'm not saying that all the factions should have equal numbers of agents, obviously Amarr is much larger than the other factions so they should have more agents. But the ratio of agent quality should be the same, it seems? I don't see any in-game reason why it should be so heavily skewed.

But just because you're minmatar or caldari doesn't mean you have to run minmatar or caldari agents. Dont forget that amar have 4 lvl qual 20 combat agents in the same station, galante have 3 lvl 4 qual 15+ in the same station as well --------------------------------------------------- I am not a complete idiot, some parts are missing |

if there were more higher quality caldari agents maybe there wouldnt be 10,000 people all doing the same ones and it would ease up on the server a bit.. maybe that is part of the caldari space congestion

Some people choose to work for their own faction, or work for a different faction for role playing or whatever personal reasons. Or they are limited to agents based on their corporation location. OR they simply CAN'T work for other faction's agents anymore because they have too low standings with them, not without a huge long grind to repair the faction (if it's even possible).
I really cannot see any valid in-game reason why the % of high quality L4 agents is so wildly different between the 4 factions. And also, why the agents per system is so different too. Sure, some empires are smaller or bigger, but they should have corresponding quantites of agents which SHOULD make the ratio's work out to at least be close. But it's not.

There are some bizarre oddities with distribution too. For example, five of the Minmatar L4Q20 agents are astrosurveying, in one station in the back end of nowhere.
To be honest, it was probably all randomly determined, and you're always going to get some clustering that looks odd with randomness.

Otsassai is a good example. Its a .3 and it has a level 4 quality 16 agent. There are up to 30-40 people in local sometimes, and they are ALL using that agent. Thats a low sec to, with risk from people like me. In a system like Motsu, in Lonetrek, which is a .8 i believe, and the agent quality is 18, there are tons of people all using the same agent. So josephine and jim are right for sure.

I'll repeat, where would you expect to be paid more, in Soviet Russia or in Mongolia or in French or in United States? surely not in Soviet Russia or in Mongolia. Then why do you expect to be payed in Caldari/Minmatar as much as in Gallente state?

Tho i agree with what your attempting to say, i.e that all things are not equal (at least i think thats what your trying to try).
Please say no to real life cmparisons....
Anyway, this is a very interesting thread in terms of statistics, i'd like to see it redone only counting the kill agent mission types: Security Internal Security Command Surveillance Intelligence
What do the stats look like then?

I believe the ratio of kill agents : trade agents etc should be approximately the same across factions, since there should be roughly equivalent numbers of players interested in those mission types regardless of their chosen faction.\
edit: I'm also still looking for any sort of in-game reason - lore, technical limitation, or anything reasonable really - to explain the discrepancies I've pointed out above. Or, any sort of logical flaw in my reasoning behind why the numbers should be more consistent than they are, or any errors I have made. Thanks :)

The Caldari state split away from the Gallente Federation. Therefore the Gallente Federation is older and better established than the Caldari.
The Minmatar Republic broke away from the Amarr Empire and therefore is less well established than the Amarr Empire.
I like it. Working to build the State to rival the incumbent superpowers.

i think CCP add agents more agents in the quite area to try and entice peeps away from the hubs so most peeps are calderi ingame hence less calderi.
So if u want to influence CCP might i suggest moving around doing different races (we need more ppl doing the pirate faction missions as well where possible)

Hmm, you've never tried to switch faction agents have you. It took me about 4 months grinding Amarr agents to get lvl4's to speak with me. I had to change faction for corp purposes. Grinding down a +8 Minmatar faction standing to get Amarr agents isn't fun. I had to find all the event agents and run their missions before an Amarr lvl1 would speak to me. I believe that the event agent way has been removed from the game now too? (not too sure on that last one)
Let's see a population distribution of characters that are less than 12 months old, That'll show you which way this game is heading.
