I notice there is an item called a "Tractor Beam".
Under what situations is this item useful?

Hauling in cargo modules under 20km away. Helps to pull cargo containers toward the ships. The range is within 20km and the containers must not be anchored. Great after a vicious mission battle and you have loot scattered all over the map. That's my opinion and i'm stickin' to it  |

Handy for kill missions collecting loot and mining ops on haulers as it brings loot/ore cans to you at 500m/s

A tractor beam is a NECCESSITY when ratting in anything larger than a Cruiser. Even if you have to sacrifice a gun, your over all ISK/hour will still be faster.

every hauler in any mining operation must have a tractor beam.
it avoid barge bumping and the huge lag

Mission runners without a tractor beam will spend more time picking up cans than doing the missions.

I'm guessing that this isn't something you can grab pesky frigates just outside your kill zone with to drag them in and punish them, right? Just for cans?

HAH if that was so every battleship would have at least 2 equiped. sadly they're just for hauling in cans.

Nope, cans won't follow you through warp. You have to tractor them to within range, then empty them.
If you've got a dedicated can gathering ship with an AB or MWD (or anything that goes above 500 m/s) and go round dragging multiple cans around behind you, they can end up bumping each other, resulting in them being left behind (and eventually out of tractor beam range).

they beam only pulls things at 500ms so anything faster than that and you'll be leaving the can behind.
I use a battleship without a tractor beam, i setup another ship, the gallente cruiser the one with the large cargo hold execu(something), fit 4 tractor beams on it and looting missions is a sinch.
