Also have a - Rorqual ORE Development Edition Blueprint - up for auctions starting last night, bidding starts at 728 million for the next 6 days.
The low down on it is that you get the skin if you buy the Collectors Edition EvE set which costs 99.99 in dollars.
I didn't buy the collectors edition (not yet, the word is that "it's cool"). But that is how you get the skin, the item doesn't link, it is a BPC and used to place the skin on an already built Rorqual. It does work in contracts though, thus the Auction contract.
As to the price. It's worth a PLEX at the very minimum by todays standards.

Rorqual ORE Development Edition Blueprint - price adjustment - some notes on checking market for skins
The skin items do not link - you may have noticed that you cannot search either market (this is common for contract items like faction BPC) or contracts with right click - so here is how you do that.
In contracts under search available contracts do not post anything in the text, rather select "Blueprint" or "Blueprint Copy" and then select "Capital Industrial Ship" in the sub group.
This filter also works for the Mackinaw skins and you will get a better picture of what is available out there. There are a few buy outs and a few auctions and right now the auctions are a better deal.
