Every Covert Ops ship has useless combat bonus. For example, Cheetah ( my number 1 favourite) has "Minmatar Frigate Skill Bonus: 5% bonus to Small Projectile Turret damage and 10% bonus to Small Projectile Turret " Yeah, right. Like anyone will seriously consider to use one turret or combat in this ship.
Or, Helios ( my number 2 favourite) has "Gallente Frigate Skill Bonus: 5% bonus to Small Hybrid Turret damage and 10% bonus to Scout Drone Thermal damage per level". And this with all high slots used for cloak and probe launcher, are you seriously thinking that anyone will launch it's drone to fight with someone?
In my opinion, combat bonus is utterly useless for any Covert Ops ship and under any circumstances. Here what I believe will be a cool and useful bonuses:
1. Bonus to wrap speed.
or
2. Gang module bonuses. For example "99% reduction in the CPU need of Skirmish Warfare Link modules"
or
3. Scanner bonuses. For example "25% range increase for all scanning equipment per level"
or
4. Passive targeting systems bonus. For example "10% chance to activate Passive Targeting System while cloaked."

I agree with that, i doubt anyone is going to fly around in a covert ops with the intention of ganking people, give them a strategic bonus, liek the ability to lock people and scna there ships for whatever, but only limit it to that, no aggressive abilities cause that would be too uber, an for gods sae will someone tell em why the Nemesis has a cruise missle bonus, yea it may look nice but its not really that great unles you intend on ganking cruisers or something

type 'Yump' into the search function on eve-files.com and you'll see just how good a Cov-ops can be in combat (yump_and_yam, and yump_and_yam2 are good videos.
However this is a rare occasion and i agree that the combat bonuses should be altered.
ideally it would be nice to give them sonething they could use, like Damper bonus (for Gallente), ECM bonus (for Caldari) (both to break locks and recloak), or speed bonus (for minmatar). However there would be a chance that these ships could then make other t1 ships obsolete (griffin/maulus etc) and the price would steadily start to go up until cov-ops ships are as ridiculously overpriced as cloaks.
i like the idea of being able to target while cloaked, and it would be even better if you could also use scanners etc whilst cloaked. But only scanning equipment, otherwise you could paint targets or ecm targets or scramble targets (or all 3) instantly after decloaking.
A second scan probe bonus, like increased accuracy or scan range or something could be nice. And your increased warp speed suggestion could be very useful.
Inside my mind.

Id rather sugest giving it the range bonus like HAC's got, so they can shoot from extreme range.
Imagine sniping with 150mm rails from 100km away from an gate?

Yea, covert ops frigs should be able to choose their warp speed between 2AU/s and 9AU/s. Flying slow is so much better to make bookmarks.

99% reduction in powergrid usage too, unless you're talking about recon ships (200 powergrid/leadership module).

should be a bonus to base speed (for moving cloaked), or a cpu reduction on probe launchers or an increase in the time probes stay in space.

Sure, the combat bonuses are mostly useless (although there have been some nice, mostly surprise based, combat attempts).
So the actual question is, are the cov ops reasonably balanced for their role? If they are, then they will not need cool and useful 'I win' button, nor any other extra bonus.
Which reduces the options to: a) Keep the useless combat bonuses b) Remove the bonuses
Even though I've never benefited from the bonuses, I would still vote for a).

keep the combat bonus, but make them more combat effective like how recons are to crusers, covert ops should be to frigs.
boost HP/resists lower the sigs, give the gallente one 5 light drones kee[ that bonus. others should all be able to fit 2 guns and a cloak still. with all those mids they should be able to tackle and hold their own against intys. bombers too need a bost so they can take on AF's with a chance of success. and no im saying they should be solo pwnmobiles, just able to at least tackle(hmm stealthy style)/antifrig. they're frontline ships ffs.
im only ranting cos the helios looks really cool

I don't think so. Their role is scouting and spying. Combat bonus is not needed for that, but velocity, scanning bonus, maybe indivisibility on the local, passive targeting will be pretty useful. These have nothing to do with "i win" button.

Covops should have a variable warp speed, and increasing the ship scanner range (not the module, the actual scanner)
