You need to read the rules again.
CCP will step in ONLY if the scamming involed RL money (GTC, character transfers) _____________________________

Regardless, its pretty hard to scam something that you read the details about before you accept escrow. Scamming happens with character sales, and GTC sales, CCP will step in for those because both of those transactions require 'out of game' means to actually complete the sale. BPO's on the otherhand, either are done through escrow or phyically trading the item, which at that point, you can fully tell what your getting.

Right, but no worse than bumping more than once a day or posting WTB in sale forum... Worst thing that can happen is a ban from the forum for a week or so. You see the asterisk? Description of what it means at the end of that post.

That requesting proof crap is amusing. If you win the auction, presumably, the guy puts it on escrow for the price you offered.
Show info is your friend.

Auction update, I've received a very good bid ingame that clears the reserve (4.5b), and of the 3 serious offers I've received to date it is the best. I've contacted those bidders so they know and plan on closing this late tonight pending any higher offers.
Why aren't I posting the amount? To be fair to the bidder who stepped up and made a very nice buyout offer for this item, rather than let someone come in and offer bid + 50 mil that I might be tempted by :)

If you're not taking a buyout but treating offers in-game as invisible bids, then you're not being fair to the bidders. Either accept a buyout or treat it like all other bids.

Seller is a nice guy,
i made one of the serious offers and he was kind enough to inform me about bids above my offer
So yes the seller is not lying about ingame bids

I usually don't like bidding on auctions, because of the fact that most auctions end during UK times or when I'm not around...it drives me crazy to see somebody outbid me by 50million or so and then i loose the auction. Cannot tell you how many times that has happened. So rather than go through with that frustration I'd prefer to offer a very nice offer to the BPO owner.
