How about a Loaning system between players(or/and NPC's) Basically you give the option set up loan, then you enter how much to loan, and when to pay back. But also you enter an item as collateral( Ie: a ship or expensive mod)
Then to pay back the loan the person has the option in his wallet to pay back loan, either u could do it little bits at a time, or 1 lump sum payment.
Also to really spice things up you could perhaps add interest rates, or what not. Skills need could also be included, if you felt v. mean :P But neways there it is... Dunno if its ever been suggested before!

Exploit crazy, eg, i create char, get loan, transfer to other char, delete char with loan. Sorted.

The server knows who is the alt even if we don't. Main char that the borrower had on the same account gets mail saying their alt took out a loan which wasn't paid and they are now responsible for it. The only way to escape it would be to close the account completely.
Also, the OP mentioned collateral which means that the item would have to be worth more than the loan value. This would allow players to get less isk than they would get if they sold the item in question. The only difference is that this way they can practically cash them in pawn shop style rather than wait for 3 months only to find nobody wants to buy it.

I think the contract system is going to be setup to be able to do this. IE. You would put up colloteral(lets say a few modules or a ship), and get a loan for whatever amount. Then you have to pay the loan back by a set amount of time, if not you lose the modules and/or ship or whatever you put up as colloteral.

1) make it so trial accounts cant do it 2) like suggested make it so it mails alts and what not 3) make it so u have to train skills to do it, so you can just create a new account then delete it. ie: skills about how much u can have loaned or loan.
4) yeah ok perhaps the collateral thing would be hard to do, but if thought out proper it would be kool :D
By putting this in then it would mean that in 0.0 you could have pirate loan sharks, and also a creation of another job role within eve. Plus it means charisma might me needed a tad more. :D

damnit, i was gonna say that 
to the OP, the BIG corporation have a reputation in eve of being trustworth. they have been running a lottery since eve started and as varis mentioned now have a loan system. i think its more for huge amounts of isk tho cos they take t2 BPO's as security. it is however a very well thought out system. it uses their trusworthy reputation to get share holders that provide the isk for the loans. the share holders then get a cut of the interest the borrower pays back on his loan. they also offer to keep production running on t2 bpo's used as loan security so the borrower doesnt loose out on any earnings when he hands his bpo over to BIG.
so its a great system for the mega rich to get richer. and its entirly based on players not npc's so it goes to show how well evolved the eve player run economy is 
however its not going to help the younger players out there like your idea does. while we can speculate for hours on what the new contract system in kali will give us to play with there is no real way of knowing if its gonna be the answer. so, fingers crossed loans will be safe under the new system but lets not hold our breath
