To combat those AFK and Macro miners how about building upon the Infester Drone NPC feature.
They could warp in to belts and either disrupt Mining turrets (so you dont mine) and also latch on to Jet Cans and suck out any ore that is inside. However the key to making this work is for these drones not to activate any aggression flag so any "afk" miners drones that are orbiting ignore the infesters and the player has to manually target the infester and use the "engage target" command to remove the threat.
No player ships are damaged or locked and attacked (until the infesters are fired upon) just the loss of yield until the player takes action. NPC infesters could drop 1 or 2 units of compounds also as a bonus. They could even roam high sec stopping all those industrials raping the noob belts overnight.

Disrupt mining turrets? And I guess strip miners too, no? Hell yes! With the few units of capacitor you need to turn them on it would not bother everyone... or yes it would? (answer: yes)
And this would do nothig to 1.0, and 0.9 systems because it is supposed that no rat enters there.
And this would only make the macroers modify the overview to view pirates and hostiles and attack anything that is one of them.
So finally you'll have me ****ed off because of this idea and the macroers not giving a damn about it.
Yeah, I have hardly eaten, why do you ask?

Personally I always liked the Miner overheating system.
With a module used to "cool" the miners down but used a lot of cap so you couldn't just leave it non-stop.

utterly useless because the people you're against are NOT AFK macro'ers, they're farmers. There's a human watching over them. And he'd take corrective action.

AFK mining is a good thing. Its balanced as You only get output of 1 mining laser and from lowest grade asteroids (because they are big).
Only macro mining is bad.

yes, this idea will not stop macroers cause they will just alter their macro to attack the drones.
it will only affect AFKers which might make them stop doing afk mining. So macroers will get a bigger portion of the ore mined. This is not what we want
