No, your idea plain sucks. My 2 characters are +5 and -10 respectively, so neither get hit by your idea, but it still sucks, really damn hard. I suggest you spend time flying around low sec, fighting, and you will see how flawed your idea really is, and how weak sec status is as an indication. Some time, you will learn.
An intuitive mind would see how my idea would solve that problem in the process.

  If you are below -5 sec status, you automatically blow up when you undock.

I've said it before. There isn't really "good and evil" when it comes to low sec just "them and us".
