Some of the missions feature an extra "level" leading to a stash. Pre-requisits are various tags, which tend to go on the market for quite a high fee.
So, buy the tag, do the mission, clear the bonus level, open the stash......
WTF is the point???? The best stash loot on lvl 3 missions has been a medium armour rep (Angel Ext), and Massive attack has never yielded anything!!!! WHY???????????

Uhm...
More rats?
More rats = More ISK in bounty.
More rats = Better chances of lootdrop that is worth SOMETHING.
Not all bonus areas drop something nice every time. Just because you only got a medium armor repairer doesn't mean that I won't get a Rattlesnake BPC

In many of those missions, the necessary tag is dropped along the way for one reason. Another is that I recently got a Dom. Photon shield hardener ($12 million) on Ang. Ex.
Another is that when I did Ang. Ex. the other night, I got jack for drops (literally since it took me forever to kill the structure and all the other cans popped) but I still made a grand total of about 5.5 million on the mission. Subtract the million I paid for the tag and you still get 4.5 million-that's good isk for a L3 mission.

That faction drop, was it from a rat, from the stash can or the war installation?

Not true. I did Angel Extravaganza and Massive attack (lvl3) and i picked up all the loot. There were a lot of Angel Electrum tags, but not palladium.

You wont... not on lv 4 agent missions.
