Is there some kind of denial-of-service attack going on? Because lately it has been acting like it. Any word on this from ccp would be nice. 
There is a cyber war going on in sweden since the swedish police closed down The Pirate Bay. Many sites have been hacked, including the swedish anti-piracy organization. Not sure if the web server acting up has anything to do with the increased network traffic due to dos attacks...probably not, but...

Maybe thats the way it works in your country (US?), but in mine, people like to know the reasons for something occuring.

Its been like it since the hardware upgrade. Since then the sites generally run like crap, and when downtime comes along, the site sometimes goes down with the rest of the cluster.
Would have thought they would have fixed it by now though....

Yeah, but this denial of service of the webserver is not during downtime. It happens a couple of times now and then and lasts about 5-30 minutes. Something is happening, because then it comes right back up.
Edit: I was unable to post this post for maybe 10 minutes... now the server is back again.

Isn't that when they are doing stuff with the db during dt and it's closed for that reason ?

If it is a DOS, maybe CCP can hire those people to make EVE servors run faster. Or maybe get them to help fix bugs in exchange for free subscription or something...

Uhmm... Why ask them? 
It's not like DDOS attacks require a lot of computer/network skills.
