I've been playing around with my vagabond with lv4 missions for a while now, and I fancy a change. Would this set-up be ok for lv 3 and 4 minmatar Cosmos missions?
5 220mm Vulcan Autocannons II loaded with EMP M
1 True Sansha Medium Nosferatu
1 10mn Afterburner II
1 X5 Prototype I Engine Enervator
2 Large Shield Extenders II
2 Shield Power Relays
1 Gyrostablizer II

Passive tanking in lvl 4 cosmos mission is a bit of tricky since you don't even use hardener. Here is the setup I use for pretty much everything.
5 t2 720mm artillery
1 arb. heavy missile launcher
1 t2 AB
1 gistii a type small shield booster
2 t2 shield hardeners(depends on rats)
1 TS RCU
2 TS PDU
2 t2 Gyro
runs everything 23/7, pop ceptors in two volley usually. Can tank pretty much all the missions. I also use 220mm ACs in small missions but they just use too much ammo. So I use artillery a lot more.
5 t2 light drones

With the artillery setup, I can tank AE/Silence Informant/Right hand Zazz no problem. I cannot do it with AC setup though. Taking on damage from all the ships at same time is too much for the ship to handle.
For missions and complex, artillery is the way to go. The ship does over 1km/s with t2 AB. You can easily keep range and keep target at your 6 for artillery to hit. Most of the rats don't do much damage at 26-40km range. So you can pick the weak ones out real fast. The battleships cannot hit you much because the vagabond is fast and small. So as long as you keep moving, your tank will hold. You must know the rat damage type though. The hardeners are very important.

Depends on whether you skip the tougher ones.
I've done easier Angel lvl4s in a cyc so can't imagine a vaga would struggle too much.
The tougher ones no.
