What is the role of Heavy Assault Cruiser in PvP, PvR (versus rats)?
And what u can say about it in 1-1 PvP fights and gank fights?

PvP:
HAC 1-1 godly fun e.g. stabbabond. HAC 1-Gank, anything to gang gank dies.
PvE:
HAC very nice.

hacs a high-damage high-tanking cruisers who's primary role is as heavy hitters in skirmish gangs. their high resistances makes them very good for pvp, and they are some of the best 1v1 ships around.

Anything they cant kill, they can still (generally) tank long enough to escape from. Basically the same as assault frigs, its just the "what it can kill" list includes a few more ship types :)
1 vs 1 in PvP, theres not much that can beat a skilled pilot in a HAC, except another of the same. And HAC are awesome for PvE (or PvR as you call it).

dedicated bs can kill it, but it need be dedicated for killing hacs so easy pray to any other bs...
setup include things like lots of noses, webers and scramblers, drones/missles

True, a BS thats set up as a anti HAC ship can kill the HAC, provided the following are true:
The BS can get (and stay) in NOS range
The HAC pilot is dumb enough to LET the BS get (or stay) in NOS range
Remember that most HACs excell in long range combat in one form or another, so they not only have the means to destroy targets from outside NOS range, they also have the speed to stay there against just about anything that would pose a 1 on 1 danger.
I guess a Raven with webber/vamp drones and cruise missile spam could kill a HAC outside NOS range.. not sure, ive never gone against a raven that tried that :)

And if compare amarr HACs and BS for example Geddon? Armageddon with it lows is very good tank and with it highs is not bad DD, isn't it?

all the above + speed.
BS are slow, HACs can tank/gank like BS but are WAY faster to warp (faster in warp too) and are...... loverly to look at
HAC + Recons + tackler AFs/inties = omg fast fun.

Hac = versatile and strong cruisers for skirmsh battles and medium sized, flexible fleets.
Hacs can be very nice for roaming arround alone since you don't have to deal with the sluggishness of a battleship.
Sadly they became very pricey since the playerbase exploded and nowadays the demand is 10 times higher then the supply

What can you recommend to me? I don't know what will be the best way for me: HAC or BS. I fly on amarr ships and Geddon is very nice for me (especially it is more accessible) with it large number of highs and lows (very good tanking and resists) but HAC's is nice too. It's smaller, faster and and also well protected.
What about damage? T2 guns and crystals is my choice!
So, waiting for advice...

Don't Command ships just seem like tech 3 Heavy assault cruisers, its like HACs have no niche anymore. Hell they even need it as a prerequisite. Better performance, yet cheaper. Go figure. Tbh if its because people "don't have the skills" and are training for them then wouldn't they have bought them already anyway?

Right now, they are sort of like ferraris: really expensive, and probably not worth the money, but they really are rich kids toys. Also, great fun to fly (drive?)
