I will be shortly aquireing a scorpion but am confused which setup to go for. I will mostly be using it PvP but in group battles so I want to be able to lock down 2 BS's ans if things get a bit hairy warp away. A warp scramberler is a must as nobody likes it when the enemy gets away. Any help would be nice.

Go buy a blackbird and insure it. pvp your way around in that till you know what works for you and what doesn't. apply that knowledge to your scorp then.
I've not found 1 best setup that applies to all battles, or even to most similar battles. Outfit your ship based on your needs and adapt when things change. If you don't know what each module does and why you have it equipped, you are a liablility to yourself and your insurnace company.

Hiya
This is my current set-up (well todays at least) being a scorp pilot means changing and tweaking things all the time! i change this setup sometimes daily. But anyway here goes
HI Slots
2 x Mega Beams with Multi Freq Crystals 2 x Mega Pulse with Infrared crystals 2 x XR3200 Missile launchers with paradise cruise in one and devastator cruise in the other.
Med Slots (the fun ones and also the nightmare of choice)
1. F90 with lvl 5 signature anal gives me a 1.8 sec lock time. 2. ECCM Gravi (although in tests its borked! You get your lock back but then lose it again)Hope they fix that one soon! 3. Kaptean Sensor array -58% Target lock distance 4. Kaptean Sensor array 5. Kaptean Sensor array 6. Kaptean Sensor array 7. MWD (this one changes all the time depending on travel! I leave dock with it deactivated if its fitted) 8. Warp Drive Disruptor 20km one.
Low Slots
1. Power Diag 1 2. ECCM gravi + 1 to gravi 3. ECCM gravi + 1 to gravi 4. Power Diag 1
Total Gravi str with this setup is 18 + 3 from my ECCM gravi in Med slot to give 21 Gravi Str when needed. That takes 6 ECM Multis to jam me :)
Be you a Pirate or a Simple Alt creeper! Sooner or later you'll dance with Soul Reaver and His Amazing Underpants

i think the term 'know your enemy' is what counts best when setting up a Scorp for PvP.
If you know exactly what ship it is that your up against then you can set about a basic plan for what kind of modules you'll need to jam/web etc (bear in mind that you won't know straight away what he might be running on his though)
