Carriers, Motherships and Titans have had their corporation hangar array doubled in size.
Corporation Hangar Array has been increased in capacity to 1.4 million total storage.
and ? Corp. Hangar by Capital is 5000M3 and by POS is only 200k. must i have 20 corp hangars on POS?

There is a static update being prepared but it will not be ready for when the patch will be deployed. Once the static is ready, it will be deployed to TQ and all the changes added to the patchnotes. Below are the changes that will be in the static update. It will probably be a week to 2 after the patch max.
try reading the BIG RED TEXT in the patch notes :)

have you mined on POS? how it can be possible with only 200k in corp. hangar?
and was fixed ONLY overloading of carrier and a few little bags. -LV- bought CCP?

Weird thing is I read the notes last week and I swear the red text wasnt there. I was looking forward to double bonus scrambler range on recon ships, and was the first thing I checked. Upon reading the patch notes I saw the red text immediately. So in fairness to the OP I believe the patch notes may have been modified in the last few days.

They were. A few days after they were initially published, CCP realized that the static update wouldn't be ready in time, so that was separated in the patch notes.

Good thought I was going mad initially :-)
At least the changes are on their way, lets hope they can fix the bugs that came in with 3913 (market sort order gone weird - defaults to price and shows expired orders!) as well and in the next week or two.
