I think there should be some kind of account ranking system:
Similar to the way ebay feedback works. Every character has security status and "Honor" points. (Yeah, that sounds like a lame rip off of AAO, im sure someone could come up with somthing better.)
Every time a player trades, joins or leaves a corp, ect, the CEO or tradee has the opportinity to add or subtract a point from their account honor points.
Account honor points could be the same on all characters or slightly randomized by a few .* points to protect identity. That would ensure that repeat theifs wouldn't have the ability to stay in business without doing quite a bit of honest trading to counter balance it.
There could be a system to restrict the number of honor points any other account could leave for an individual account. Mabey one every couple of months so that people couldnt buddy up and bolster each other's points.
It wouldn't solve thieft, and it would'nt stop people from ripping corporations off majorly once, but it might cut back on the annoying people that casually sit there making new alts all day to clean out corp's ammo hangars and probably create a little more sence of trust in the eve community.

An easier solution is for CCP to wipe everyones alts and leave their main char. Not a complete solution, but a massive help.

yeah sure i have 2 main charts, a miner (3.5)and a fighter(-4.6)..

A better solution would be make alts trackable by account number or possibly IP address.
