It allows you to build COSMOS bpc's from the minmatar COSMOS constellation (Ani). They are better than T1 spec (some better than T2) with lower fitting reqs, specifically CPU is generally lower. You will get BPC's frm the COSMOS agents in Ani constelation in exchange for running missions (and will also get faction boost). In the complexes (like minmatar contested depot in Inder) you will find some ancient ruins which contain parts to build the BPC's with.
Hope that explains a bit, but if you dont know what it does you probably wont be interested as its mainly for builders of COSMOS BPC's.

Well I wasnt actually auctioning it, just selling it fixed price. It can sit in my hangar for less than 150mil price tbh.
I've actually changed it to an auction now.
