All you need to do is press ok to start the autodownload of the new patch.
If that doesn't work Try this patch which upgrades you from 3900-3913

This doesn't work. I tried that before changing the boot.ini. I also tried adding the file manually but that screwed up my client. The ini way works fine.
Change the boot.ini file located in EVE's main directory... from:
[main] version=2.10 build=3903 codename=Blood role=client aid=0 show_patch_notes=1
to
[main] version=2.10 build=3913 codename=Blood role=client aid=0 show_patch_notes=1
Just changing that 0 to a 1 will fix the problem. It fixed mine. Do things like this always happen? It annoyed the hell out of me.

I've had a similar problem autopatching it. Appearently, my version is 3912 instead of 3910, and when I try to auto patch, it wouldn't do it. When I download the 3913 patch manually, it didn't work either. Seems to me the manual/auto patch only works to patch 3910 to 3913 (I don't know how I end up with 3912 in the first place). Anyway, I uninstall the game, and reinstall it again (I downloaded mine from net, version 3910), and then it patched just fine. Hope this would help.

The Devs submitted a transition build to the website guys accidentally. The web gurus were told that the build .exe that they were given was the 2.10.3913 version. What they got was build 2.10.3903, which does NOT have a patch associated with it.
You downloaded the .3903 build, which is an acutal build, different from .3913 so the boot.ini file does NOT contain a typo. The web gurus have since gotten the proper build .exe file and have labeled it EVE_3913a.exe. Uninstall the game from your Control Panel 'Add and Remove Programs' page, download the EVE_3913a.exe file from the website and re-install. The whole process takes about 5 minutes on my computer, which isn't all that great. Make SURE that the link on the download page points towards http://ccp.vo.llnwd.net/o2/EVE_3913a.exe and NOT http://ccp.vo.llnwd.net/o2/EVE_3913.exe and you'll be good to go.
DO NOT change the boot.ini file, as what will happen is that you'll eventually be trying to patch against a build that is being wrongly reported, with results that aren't within boundaries.
It's just a bit of a flub, miscommunications happen and the web guys got it fixed within a couple of hours. Makes for an extra 10 or 15 minutes work for the rest of us, but meh, no biggie. We'll be playing this game for YEARS hopefully.
