Jernau, though the Empire is not a democracy, you can still vote for a leader.
As you see it, voting is ticking a little box and watching everyone else tick that box, so someone gets elected. Now what if everyone does that, but the people holding the vote decide: "Nope, don't like that, g'day all". Those voters can do something about this. In this case, take up weapons and force the heirs to accept Stavros as a leader.
Failing that, we can blockade the Amarr homesystem .
Voting can be done in many ways, don't forget that . _______________________________________________________________________
