Well what do you want to do in your ship?
A rifter is a great combat ship, for example, while the probe is a nice cargo hauler/miner.

I want to fly missions with it until I can get a cruiser.... From what I've read... Destroyers sound okay.. but I think I am just going to run tons of level 1 missions with a frigate and then get a lot of money and hop straight to a cruiser... it seems like everyone is split... 50/50 on destroyers yay/nay... but I would like to make my frigate so I can do the level 1 kill missions and what not .. but I want it to be good enough to last me until I get a cruiser....So if you could give me any kit advice for the Rifter I would greatly appreciate it

There are guides in the "ships and modules" forum about how your guns work (like the tracking guide), also threads about ship setups.
For a starting guide for new players, have a look at evegathering.
That should do. have fun!

Rifter setup 3x 200mm autocannon 1x rocket launcher 1 ab 1 web 1 medium shield extender 1 shield power relay 2 rcu
Work to get the skills to fit that. As steps along the way... try going from this setup: 3x 200mm auto 1 rocket launcher 1 civilian ab 2 civilian shield boosters 2 gyro 1 civilian armor hardener
I used that starting config up to the top one and I have been killing cruisers since day 1. Pick a module and train to fit it, repeat... Note this setup is for angel's as you will be shield tanking their damage by using high transversal to minimise hits. A frigate swarm should be engaged with care. 1x cruiser 1-2 frigates, orbit the cruiser at 500 and kill it first...

In future, this type of thread is better found in the ship and modules fittings forum... Take a look in there, lots of different ship setups...

thats actually pretty horrible. first thing, lose the 200mm ACs, fit 150mms: they are a better weapon, and will let you switch out the RCUs for something useful. As for the passive shield tanking setup, never used it, but it might work

I don't think a newbie would have the fitting skills to fit the passive tank either...
Note that there are very good reasons to use 200mms though--the 150s use absolute craploads of ammo.

I never fly a rifter in PvE, but for PvP, the fitting on the 200mm ACs really mean they bork any decent setup you try and fit on a rifter

Rifter with med shield extender + invuln field + shield relay can do most quite a few level 2 missions It's a great frigate.

I don't think Breacher/Rifter is the right dichotomy to look at, since both ships are combat types. Of the two the Rifter is, imo, the beter combat ship.
As alluded to earlier, it depends on what you plan on doing. If you are considering combat vs mining/hauling/trading the question would be Rifter/Probe I would think.
All the ships are useful depending on your goals.
I personally like the Vigil, although it's an easier go in my Rifter.
Seems like some of the setups mentioned previously are going to be beyond a rookies .5-1 M sp though as far as cpu and/or power.
In the Rifter I like the 125s or 150 gattlings best. As stated they chew through ammo pretty fast, but use Titanium sabots for Angel. Two std missle launchers with blood claws or pirhanas if you're hunting Angels. Since Min frigs are more shield based I'd go with an extender and a booster with an AB in the mid slots. In lows you can pick up a small plate and a repair item. Not ideal, but all that will fit with modest skill set, half million sp or so.
For the mining setup just do the standard minerx2 with a cargo exp, etc.
This advice is worth exactly what you paid for it...

I've been flying a Rifter nearly all my time in EVE, it's a great little ship. In PvE, it's ok even for most L2 combat missions, as long as there are not too many enemies with missiles or rockets. No problem ratting cruisers in 0.4 (just don't give them the opportunity to fire from their optimal range too often), but it's hard to deal enough damage to take down a battlecruiser.
I usually run a weapon setup with two autocannons, a rocket launcher, and a missile launcher. While it won't do the most damage per second, having a longer-range weapon on board opens up more tactical variations (three or four missiles will take down many of the smaller rats, so it can be used on secondary targets, for example - also you don't feel so useless during approach).
Other fixed equipment is an afterburner (always on in combat, and orbit set at around 1700m or so), an armor repairer and usually some plates, with details differing according to the expected enemies in missions (some hardening or such). Sometimes even use a target painter

Depending on how new you are, you might just fit 2 civilian shield booster and afterburner into the medium slots (get rid of civilian shields asap though!!!!) For the low slots get an amor repairer a plate you can fit and reactive armor plating.
The ideal noob rifter IMO has an armor tank in the low (repper, plate, energized/passive/active hardener) an afterburner, a web and a cap recharger in the meds. For the guns fit 200mm for lvl1 and most lvl2 missions if you can fit them. The advantage of 150mm lies in in the ammo capacity but mission frigs pop so quick that you shouldn't have to worry about that.

Go for a Rifter. Have a look at the mechanic, engineering, navigation, gunnery and missile skills and pick those that boost the fitting you settle on for the Rifter.
As a Matari pilot focus on speed and also look at armour tanking. Most of our ships armour tank very well and our ships are some of the fastest.
I'm not a fan of destroyers myself but I'd recommend you try them and make up your own mind. One thing I will say is master that Rifter, you will find it just gets better and better the more skills you apply to it. If you like the Rifter have a look at the Wolf and Jaguar further down the track.
Drop by in-game channel "Thrace Bar and Grill" anytime. You'll find quite a few Matari pilots in there at most times of the day.
