Did a bit of looking at the target painting bonuses on the huginn, and with 4 of the best painters, raven can do 100% damage to any crusier using Javelins and 100% to any BS using rages.
Thats a LOT of DPS 
Might also become a favourite of the guys who run lvl4s with 2 accounts: raven does 100% damage to cruisers, and 3.25x as much to frigates. Would probably hit for max on most cruisers with t1 torps.

Just out of curiosity, do you see an actual result with your target painters? Cause my damage stays the same whether the painter is on or not, and the show info on the target stays the same as well.
Also, the bonus seems to be jacked...when I got into the Huginn , the bonus for the PWNAGE painter was 41.25%. When I got to lvl 4 of Recon Ships, the bonus was ... wait for it... 41.25%.
Anyone else get this?

Sounds perfectly fine to me--your Minmatar Cruiser skill didn't go up, so neither did the bonus.

Special Ability: 5% bonus to Medium Projectile Turret Rate of Fire and 7.5% bonus to target painter effectiveness per skill level.
Why would i pay so much for a huggin when i can get the same target painting effect from a Bellicose. Sure theres webifiers and more damage but the benefits of that dont justify the cost if all we're talking about is Target Painting.

This ship is terrible for PVE the target painters do pathetic amounts of damage and using them leaves you no mid slots to tank so youll die alot. Not mention its split weapon system so that leaves you only one slot for stabs. Mission runners steer clear

i agree, and i daresay its overpowered. as a minmatar interested in balance i'd campaign for the removal of the target painter bonus from the huginn and have it replaced with something else 
a sacrifice needed for balance!

Ofcourse Painters do terrible DPS, they aren't weapon systems.
You don't sit and tank in recons either. That's why the tanked BS going in and draws aggro.
Then you sit far awy, painting, and maybe uding arty on frigs for the Torp Raven.
edit: When I had 23k sp in missiles and was doing lvl 2s in my Caracal while training learning skills, I took a day to train for painters and stuck a TP on my caracal.
It helped alot for using heavies on stuff.
