The device is short ranged and very direction and ment only to be used in the most dire situations of crowd control. In addition, the human body has enough water to boil in itself that covering someone with water would be superflous.. ------------------

Due to my encounter with the "Dentist" I have 185 standard cargo units of high quality Ishukone energy weapons (unassembled). I have no problem with donating these fine weapons to your cause but I am afraid that they are currently in the Amaar Empire, so it will be a few days before I am able to go retrieve them.
If you have individuals operating in the Amaar empire it might be more efficient to have them collect them rather than waiting for me to bring them back to the State. There is a huge difference between having a law and enforcing it. I merely point out that the law exists but hasn't mattered in any real sense for ages. A copy of the mandate is available at any Caldari Business Tribunal Information Centre.
As with any judiciary, the time of the Supreme Court is extremely limited, and I assume that no one has bothered to actually go back and repeal the Act. Perhaps the most famous of laws in our galaxy that has never been repealed despite its original intent being lost through the age can be found here. It now has very different connotations which makes a repeal unlikely.
You will find throughout all the civilizations a maze of forgotten, contradictory and in some cases ridiculous laws. For the main most societies make the decision to simply not enforce the rules rather then change them to free the courts. It is an inevitable side effect of having large judiciaries.

As I said previously, its a useless law, unenforced, forgotten, and hardly makes any sense in these dangerous times. If you don't have a legal background, finding it will take forever. My free advice should always be ignored, however this is quite interesting.
If you are arming citizens to form what would effectively be local militia, that's why I mentioned the permit law - indeed, fully knowing that it makes no difference in this day and age. There are no Federal policies on private ownership of small arms. However, if you are arming military personnel, this is more complex.
You are asking citizens - amongst them Caldari - to arm Federation police and military services. They aren't receiving payment for this, so it isn't really a standard arms deal. If in the future these arms are used against the State, even if legally you and fellow contributors fall between the *****s of interstellar law, aren't you and they jointly responsible morally for arming what would then be an enemy of the CEP? I know that in your case Jon it would merely be support for your fellow people, though you are a member of a body that is pro-State, yet have never had to swear an oath of allegiance. In the case of the Caldari donators, that could be viewed very badly in the future.
If the weapons however are turned on the Federation at any time, then your acts could be seen as seditious - as you would be supplying what the Federation would no doubt see as terrorists with arms.
Even if none of the above apply, are the Federation personnel you intend to equip allowed to accept the weaponry? Most police forces have rules about accepting gifts (as they see them, bribes) without official sanction. It could be that for all your hard work the weaponry has to stay in a warehouse while a mountain of paperwork is completed.
I am unfamiliar with the laws and regulations covering planetary police forces on Intaki itself, though I could look into it for you. I wasn't aware that planet-bound police required military-grade hardware in the form of tanks and exo-armour for a start. Policing on Intaki must be tougher then I thought.
This kindness that you do the Intaki people is a legal maze, and I am more then happy to offer my reasonably-priced services to you and your movement. I will in the meantime do some background reading on the role of an Idama as law-makers on Intaki, as his legal status seems to be open to confusion. Much of the Ida appears to be culturally binding, but is that the same as legally so? If an Idama says "this is the way it should be", the Intaki people should listen, but is what they say advice, or is it law?

Well I do know that the Solist compound remaining on Intaki has some defensive industrial ability so to speak. Of course, since Intaki is still a Federation system, I will put in a word and pull some strings with a few people I know, maybe have some volunteers from the military assigned as a small garrison on the planet. I am certain that would help to keep population centers from succumbing to paranoia at least. |

I have made the first shipment. Included in it was millions of rockets and light missiles. Railguns and charges, and High Tech small arms and various planetary vehicles.
Assuming they do not end up in the hands of Sansha's Nation as they where handed over to Vremaja's wife via a market escrow. They will help the Intaki arm themselves.
As for now, you can contact Placid Reborn regarding future donations as im sure they will not mind holding onto them for you and im trying to get this wrapped up and passed on to someone with more time on his hands.
Sadly due to certain circumstances, I will not be shipping the remaining load to Intaki till I know for sure they where given to the Intaki people via the Idama's wife.
If they do end up in the wrong hands, I will hand over all the weaponry and goods to Placid Reborn in hopes that they could transport them to Intaki at a time of conveniance for all interested partys.
Anyone willing to donate currently is discouraged from doing so till I can sort out the logistics of this endeavor and make sure the goods are not diverted by suspicious partys involved.
