Why? because AOE mods would add a huge amount of tactical change to fleet battles, which are somewhat boring atm.
Ideas: (And plz add to the list)
Negative effects 1. 20% web 2. 20% sig increase 3. Make it up
Positive effects 1. 5% to all resistances 2. 20% to ecm strength 3.....

Applied equally to friend and foe alike within its perimeter? That would actually be pretty cool. Park your turret boats in the middle of a webby bubble, to keep them from getting humiliated by small, fast targets, or have your logistics ships beam bonuses out from a defensive bubble, to keep them safe.
This could be a really interesting facet of PvP, and deserves more attention. I can see it being abused by gate camping snipers who pile up the beneficial orbs and then are made uber from within them. It obviously gives more advantage to static defenses as well.

Very interesting idea, and add to that all the new 'tactical environments' coming in future EVE updates. So if you're ship fitting is optimized for a certain tactical environment, you can have a mate fire an interdictor probe to create that environment on the battlefield.

Maybe a sphere that reduces locking time, or some kind of gravity distorion field that dramiticly reduces turret effectivness (basically a tracking disruption sphere).
Or one kind of on the lines of a nos, but instead of flat out killing your cap, it 'disrupts your ships computers' or something, and lowers the cap recharge rate.

I just got a new idea.
3. FOTM sphere This would focus on attacking whatever the flavour of the month is. E.G. of Past. A sphere that doesn't let drones from a dom get luanched E.G. of Now. A sphere that forces a stacking penalty of all things boosting a Raven, boost amp, crystal set etc.
or on the positive side: E.G Make non-gal race carriers useful sphere, s.t. it gives a 50% damage bonus to non-gal fighters.

I am not sure interdictors need another boost, they already rock...
...the idea of various AOE effects that can be launched (especially with varying ranges of effect) sounds good to me though.
