Greetings,
I'm completely new to the game, so please bear with my noobishness. I did read every bit of info I could find on these boards, so I'm not exactly reiterating the old "Which race is the best?" question. Well, at least not entirely.
My twist on the question is the following one. I read in a neighboring thread here that Minmatar are the race which require the most skill point investment to shine. That made me remember the fact that the main reason I'm picking up EVE is to have something to do in the summer (and afterwards too, of course, this isn't something I'll drop in a few months). That necessitates asking the reverse of that observation: which race requires the LEAST amount of time invested in skill training relative to the others?
The main purpose of the character is PvP, mostly solo, likely piracy. I have no particular preference for the common archetypes of tanking or damage dealing and am mostly unfamiliar with how effective those are in EVE. I do need my character to be solo viable, though, so no support-only roles please. So far I've grown fond of the Punisher w/ACs bleeder setup, but that's only based on theorycraft thus far. What I'd like to see is advice from the people who've actually played the various builds and can compare.

Caldari have the lowest SP requirement to be decent. amarr is a nice in between, gal is 2nd most sp required
EDIT: But missiles are boring. and we dont need anymore missile *****rs.

I assume Amarr with projectile weapons would easily match the Gallente in skill requirements, correct?

as some1 said already amarr is worstest at solo.

If you want to solo PVP stay away from Caldari.
Gallente are quite nice and take a bit less skill points then minmatar. But keep in mind that knowledge > SP in EVE.
If you want to solo pirate start with a Rifter. That's the one ppl use the most for a good reason. Being able to chose the ship according to your target may help you more then fat tec 2 guns. So dont listen to closely to the specialisation crowd.
