I bid 200m for all 20k shares (10 blocks) and if i win, or if i don't - regardless, i can be the broker as i'm a trusted broker for the EGSE already.

ICE Blade asked me to offer my broking services (and I'm guessing that OZ is also available given his post).
If you'd prefer to use me as a broker rather than deal directly with ICE, then the winner should advise me that they wish to do so. I charge 1% which the buyer will pay. Once I have both shares and isk, I will exchange them... either party may cancel and receive a full refund until that point.

can someone explain to me why i would use a broker and in have to pay a fee?

The reason would be that you werent 100% sure you could trust ICE to deliver.
You'd pay a fee because:
(a) Why would I do it otherwise?
(b) By earning isk from broking, I provide another reason to trust me. I'd lose the entire income stream if I ran off with stuff.
If you don't like the idea or think I am scamming you in some way, then don't use a broker or find one who'll do it for free. That's entirely your choice.
