if sit there and form a gang with myself (invite someone who wont join), im technically in a gang. Will the skills still apply?

With a grain of salt... Its been about a year since I checked.
Gang skills do not give you a bonus if your the only one in the gang. When I tested it you had to have someone within the same general area and in in your gang to get the bonus.

Gang skills only apply if you are in a gang of at least 2. Second of all you cant form a gang with yourself.

Yeah you can - just invite someone to a gang, you automatically get the gang status, the gang channel and the gang thing under overview even if they dont accept. If they do, you can kick them out, and you're still in a gang. You still have the "warp gang members to 15km" option.

You won't get the gang bonus unless there is another gang member in space in the same solar system with you.
Your description sounds like something gone buggy to me. I'll have to try it out.

You can solo gang, you just wont get any benefit. You have been able to do that since launch.
This used to fix a number of drone AI issues, not sure if it still does.
