3 large extender II, 2 Invuln Field (or 1 EM, 1 Invuln) 2-4 PDU's depending on how many BCU's you want to fit or also add a damage control mod. ____________________________

You may also want to fit a Shield power relay. This greatly increases your shield recharge time, and with a passive tank you don't need the cap for anything other than your hardners which don't take much at all.
faster shield recharge over a higher shield hps = a greater Dps tank

Yes, if you have HML II's you can use precisions for the most potential damage, but even regular heavies do decent damage to frigates unless they're blazing around 3000-4000m/sec

The Invuln Fields aren't exactly passive, but without having additional drain, it should hold out (though it would only be semi-passive at that point)
If you intend on using the Shield Power Relays, you probably should reconsider having anything Cap dependent (especially with the prevelance of Nos in PvP)

Hardeners doesn`t classify active tank.
3x Large Shield Extender II, 2x hardeners (2 invulnerability fields, 1 EM and 1 Invulnerability, depending on situation)
Lows it depends if u are going to PvP or PvE.
4 Shield Power Relays gives the max Passivetank, but it can drain the cap down to 0 after running 2 invulnerability fields for awhile.
But 2 Power Diagnostic Units and 2 Shield Power Relays is a nice balance.

1 What all good passive tanks have in common is 3 large extenders and 2 hardeners.
2 Then in the lows you first use enough PDS to fit all your highs and mediums. Then you fill the rest of the spots with either shield power relays or BCS depending on if you need extra tanking or damage more.
Of course the more T2 gear you can use the better off you are.
EDIT: Anyone saying less than 3 extenders has a sub par tank.

Can you kill frigs? Yes, but even with the support skils at 4-5, lights/assault launcher are better dps vs them.
If your SpS are hurting for fitting skills and missile support, 4 heavies, 1 assault a 200mm rail and a tractorbeam are plenty.
Altho when I used my ferox, I just used my 5 light drones for anti frig while my heavies roasted the cruisers and BSes.

i tend to use this setup for pvp
hi:5x t2 lauchers w/ furies 2x med nos 9to keep hards actuve change to neuts if you want)
med:3x t2 extender, 2x invul
low: dmg control, pdu2, 2x bcus
have taken out HACs and many other bc's with this setup, still tanks extremely hard and wipes the floor with pure passive ferox's (no em res ) |

Damage control is a waste. You would be better of with a shield power relay.

I've been mucking about with Ferox passive armor tank for level 3 missions. This is my setup: 5 Heavy Launcher, 1 Small tractor beam 3 Large Shield Extender 2, 2 rat-specific hardeners 4 Shield Power Relay
At peak shield regen, I regen 70 or 80 shield HP per second. Most of the time I can get away with not using the hardeners at all. When I do use them, they can drain my cap down to 50% or so within a few minutes.

I've run lvl 3 missions to death and boredom with a passive ferox. And as its written. 5xHeavy Launchers(or 5xAssault launchers if the mission includes many smallish guys -_-) 1xMed Nos 1xTractor
3xLSEII 2xspecific hardeners
4xShield Power Relays. or 3xSPR and one ballistic if I know it wont be lots of incoming fire on me.
Suprisingly this fit also holds you alive for quite some time in pvp, depending on enemy force ofc.
