I'm doing L3 missions regularly now, and I find the cans are MUCH more scattered than they were in L2. I could just scoop up the cans while I was there, and make a second trip if there was something left; but since all my ships (rupture included) do at least 500 m/s, can collecting wasn't a big deal because they were close together usually.
Now in L3's it's bad enough making long flights back and forth with the Rupture, but I've been flying the Cyclone more; it does 400 m/s, but (as you all know) it's stupid BC hull accelerates about as quickly as a dead yak. Plus cans are getting much more scattered now. I finished a deadspace mission last night (Retribution), and I had cans in a globe 100 km across. I decided to fit a can collecting ship for the first time, but I only used what I had available:
Hoarder (HI: 1x small tractor, MID: 1x AB, 1x Inv Field, 1x Sm Ext, LO: 3x Overdrive) It'll do 563 m/s, and has 3350 m¦ cargo space. I can't imagine needing 1000 m¦ so it's functional. However it can only lock 2 targets, so I was looking for other suggestions for a can-collector, in the Matari stock. Any ideas?

Had the same issue when moving to lvl 3s, I used an industrial for a while (Sigil) but switched to an Augoror, the Amarr utility cruiser. Has a nice cargobay and it targets a lot faster than the industrial. You being minmater I'd suggest giving the Scythe a try, load up with tractorbeams and nanos in the lows.

Hmmm, looking at that Scythe, I could get it up to over 900 M¦ with expanders, 6 max targets and 5 hi slots, I could get 5 tractors on there! Probably overkill, heh. Not sure how fast it would be with that many expanders, probably not too bad with the burner, though. I was browsing the database and the Stabber doesn't look shabby, either, plus it has a speed bonus and the largest cargo bay, hell even a 40km target range. Wow, that might be the ship for me, actually.
P.S. I'm not really sure what a Wolf has to do with having a can collector, but... thanks. I think. And I'm going to fly a Jaguar--I don't need a gaping hole in my armor. :)

Personally I use a stabber fitted with 4 tractors, an ab and the rest doesn't really matter, don't use fibers because for some reason if you're doing more than 320 m/s cans seem to bounce in an out of the 1500 range need to pick the loot up (and I'm too lazy to completely refit it from combat configuration). I find the stabber's cargohold (420m3) quite enough for majority of lvl 3 missions (rogue drone harassment being an exception) and for that you can just throw one or two cargo expanders in low and put them online if needed. I can only target 4 at a time but according to the ship database the ship can lock 5 so that's probably skill thing so you might be able to put the fifth one on if you train targetting higher.

That's actually a GREAT idea. What's the max targets on a probe? Biggest problem I encounter in the Hoarder is I can only queue up 2 cans at a time. But a probe with a fat AB on it and 2 tractors, and expanders (GREAT idea to turn them off when they aren't needed!)...

2 small tractors 33km target range 3 max targets frigate agility 300 m/s + AB = 400 M¦ 216 m/s + AB = 556 M¦
For such a teeny little investment... that's a nice little ship! I think that's going to be my new can collector!

I use a Probe.
almost 600 cargo with cheapo expanders
can lock 3 targets
I use an AB and a cap recharger in the mids.
Plenty of speed and plenty of cargo space for lvl 3s

Ppl tend to use a Sigil for picking loot up. With 5 local hull nanos it goes up to 1000m/s with good skills and is as fast in warp as a frig. It wont overshoot as most frigs or destroyers do and can mount 2 tractor beams. There is only one lvl4 mission where you will fill it's 3500m¦ space.

I thought the thread title was a suggestion for the new Minmatar Tier 3 BS.
Seriously though, I use a Sigil with nanos, nice little ship. However it annoys me when I bounce off cans in it.
Has anyone maxed out their evasive maneuvering skills, spaceship command and using an AB managed to get it to not bounce off cans and go back out of range? My hauler alt doesn't have fantastic skills in those departments at least until I'm finished with freighter, transport and cloaking skills on it.
Also, has anyone tried the T2 variant the Prorator instead?
Very interested to hear your experiences on this.

I use a Thrasher fitted with AB and 4 tractors 
Probably the best use I've found for a destroyer.

as mentioned before the stabber is your best bet. 5 tractors in high, 10 mn ABII and whatever else in the mids, and 3 cargo expanders in lows. Its still really fast and gets 600 m3 of cargo with expander 1's.
That should be enough for level 3's and 2 trips should be enough for level 4's(Most of them anyway).
incidentaly the Cyclone(I think thats what you meant whne you said Claymore) can do all the level 3's with a tractor beam in high. You dont need tons of skills either maybe 2 mill or so other than learning.

I'm using the Probe currently, and I love the hell out of it. Breaks 600 m/s with a 1mn AB on it, so I fly towards one can while dragging 2 others. It holds 600 m¦, and handles like a frigate *because it IS a frigate*. :) I'm very happy with this ship for a can collector.

I never said Claymore, heh. I'm finding the L3's just like L2's. Some are stupid easy, some are stupid hard. And I have pitiful skills:
Drones 66k, Electronics 49k, Engineer 502k, Gunnery 56k, Missile 66k, Navigation 108k
Plus I have Battlecruiser I

I use a Mammoth for this task.
High - 2x Tractor Beams. Mid - Y-TB AB, Med shield Extender, Rest Cap Battries or Rechargers. Low - 4x Nano.
Can more or less run the AB indefinatelty, accellerates like a frigate with all that Nano, runs at about 550m/s, aligns in a stupidly fast fashion, and has more than enough cargohold for an entire mission.

I use a Scythe with 5 x tractor beams, MWD, AB (in case I need to loot mission reqs in deadspace), and 3x cargo expanders. If it's too much for one trip, I use one tractor to tow a jetcan behind me to gather it all up, then use a hauler to pick that up.
Works great, can loot an L4 drone mission in just a few minutes.

Picking up loot is counter productive; you dont make as much money off the crap you pick up as you would doing more missions and earning more rewards and LP. Even if you do find the odd +2/3 implant now and again, it doesnt make up for it.
If you must loot, do it in a stupidly fast frigate with cargo expanders. I recommend a Probe with 2x Expanders, AB, and a cap charger.

I dunno... I made like... 500k or so from a L3, then flew through and collected the cans... made about 500k in reprocessed stuff, plus 2 million for a named module. I collected the cans a LOT faster than I did the mission. : )
