Aside from a total rewrite of the tech II ammo, I think the penalty for velocity needs to exist, but lowered significantly. A Tempest with hail should not do a mere 750m/s (with nearly maxed nav skills and a couple of low grade snakes). ----------------- Sig removed by some noob

I use hail and have np with it, my corp mates use hail have have np with it. The dmg it does out weights the speed penalty. I tend to fly with half barrage and half hail, then change to all hail if needed. Eve warrior

Case in point, small Javilon ammo loaded in a dessy. forces you to fit a webber to hit an orbiting frig. ( this is with 125 mm skills, dessy 4 and 2 tracking comps) Halves your resisted hp. 50 shield on a 4 mid 1 low ship after skills Gang bonni, and implants is just not cool. if you want to move anywhere, you have to lose effective dps becuase with nav 4, a 3% implant, and gang bonni, my alt in a badger II with no nav skills implants or gang bonni can outrun me. Becuase of the fitting constraits of a cormorat, either you lose a 125mm, take out whatever was in your low and put in a MAPC, or you are just fubared for speed trying to fit in an AB. So tell, me again when you would ever use javolin ammo in a destroyer? esp a Caldari one?.
