First I think all the ISD staff are great and this is not to belittle anyone, but my favorite ISD is Ezwal.
When he moderates, it feels like a real person moderating and not a bot. He takes the time to post a few words (even humorous at times) instead of just quoting forum rules.
So take the time to thank your favorite ISD in this thread for the thankless job they do. Remember..they aren't paid for this.
EDIT: OK Ezwal, I did the deed. You know where to deposit the isk.

I would not have a favorite ISD for I do not know them all.
However, perhaps it's time for an ISD tournament? Here are some ideas:
- thread-locking marathon, who can lock the most threads in a day
- shitpoast cleaning marathon: let's start yet another high-sec/nullsec thread but get plastered before posting and then see which ISD can clean it up the fastest.
- fastest move competition: we post non-Eve related stuff like crazy all over the forums and gauge how many get moved to OOPE by whom and how fast. Added bonus for ideas sent to F&I (meaning the ISD is a speed reader too).
- physical examination: we shine a light in the ear of each veteran ISD and see how much light comes out the other side. The most light wins (and gets a job as community liaison because what else can they do?)

Yes I get the point, but I am certain Dinsdale knows the appropriate way to deal with mods practicing "biased censorship" is to file a support ticket so the mod can get reprimanded by CCP for breaking the #1 rule of CCL, so instead I went with some faux-naivete and humor, as this is already a humorous thread. The formulation of the rules makes them apply more to negative posting, particularly general griping / unconstructive stuff. Both positive and negative constructive feedback are welcome; negative unconstructive feedback results in little else other than upset people all around, which is bad for the forum.
Additionally, as per the "no discussion of moderation" rules, complaints/feedback on specific moderator actions need to go to CCP directly, and are not appropriate thread content. Most negative feedback posted either directly refers to a moderator action or can be easily traced to one. Both of these mean a lock. Positive feedback on specific almost never comes in the form of forum threads, and if it did it would have to be locked too.
All this stuff is in place for a reason: to encourage constructive and good content on the forums. Again, if you ever think I or one of my fellow moderators have lost sight of that, please file a support ticket so the ones in power (the CCP Community Team) can get us back on the right track.
