A pair of cruisers with 2 -2's at 7500 guarantee no escape as it is. And, like I said, neither one stacks. So putting 1 or 20 ships tackling at 20km has the same effect, -1 warp strength and a stab gets the ship out of dodge.
A stablizer forces the enemy to use a close-range tackler. BS don't get magical get-out-of-jail-free-because-I-have-10-million-lowslots. 2 tacklers at 20km or 10 won't hold a ship that packed a stab. You make people commit a tackler to the fight if they want their enemy tackled. You reward the commitment by not letting a ship pack its lowslots (nor will ships HAVE to, since only close-range enemies will ever be a problem). Since stacking can't happen, only one scrambler is affecting you so an ECM becomes useful as a defensive item and there become alternatives to 'i win' with scramblers or 'i win' with a row of stabs. Namely, smartbombs, ecms, etc. And it is stupidly easy to implement.

WCS nerfs can only be allowed to happen under one provision, all hauler ships get +1 warp power per level of industrial.

This plan would also 'nerf' the scramblers. You'd only need one WCS to avoid ranged tacklers. Make the scrambling work the same as webbing, so that if you destroy/ecm the ship scrambling you the scramble is instantly dropped. A hauler with an ecm and a single WCS now has an actual chance of escape without needing a warp strength bump.
