Would some sort of module ...
m.slot or h.slot
that would pull the target ship towards you, or away from you, appease to anyone ?
As a tractor beam pulls cans, maybe we can have a module pull ships to us ?
Probably a hard module to fit, but would it work ?

got to admit it would be fun seeing a titan tractor beam in an orbitting inty. watch as the inty explodes as it hits the titans hull 
Other than that, I'm not so sure... For what purpose? I mean, we already have webs to slow the target down, and then can just approach.

I ... dont know.
I mean, I was just flying around trying to do my missions and I notice how some ships were unusually hard to get to while others times they all come at me.
Maybe you can have it pull a specific target out ?
Have them come towards your blasters faster so taht you ...
target sub-systems easier ?!
Dont know ... webber works ... but what about keeping a target at a distance? webbers work at keep them near you ... but not away from you really ?

Maybe a smartbomb type module that sends ships in the working range flying? Obviously would have to be considered aggression.
Though even then can imagine the endless suicide frigs sitting outside Cal. Navy Assembly in Jita using it

Oo Oo... do that and allow freighters to "scoop ship to cargo bay" ... that'll make them the most feared ship in EVE 
A bit more seriously, I think this is a good idea. It won't be the most popular module around but sure make things interesting :)
