I see these floating arund in some belts and figured some miners were using them to discourage ore thiefs. Is this effective at all?
How "secure" are these secure containers? And how long can you leave them floating around space? And does security rating of the system they are in matter to anything?

They are perfectly secure with 2 caveats....
1) unless anchored you cannot set the password and anyone can scoop up the can (anchoring is a corp management skill and at this time cans can only be anchored in .7 or lower space. Though you may see a bunch that have been there since before this restriction)
2) don't use an obvious/guessable password. It is amazing that people think '1234' is secure
to answer how long: it is unknown, none have ever vanished when anchored unless actually destroyed or removed by whoever placed them.

People too lazy/dumb to anchor secure cans in space are a great source of income. Train for an industrial, and scoop scoop scoop. With only a meager amount of searching, you can find tons this way. Alongside the "1234" password, it's quite amazing how many people are willing to abandon a 300,000 isk cannister in the middle of a belt.

Regarding using a secure container without using anchoring skill being pointless -
I started using them inside my industrial ship to further expand the cargo capacity beyond what cargo expanders can do for me.
But I took the anchoring skill later anyways in case I wanted to secure them in space somewhere.

yes as they hold more inside than the space they take up they can be a sort of expanded cargo hold, but it doesn't work with everything as some objects (ships notably) cannot be divided among multiple cans

They're tough little pixies too, in 0.0 we killed some of the "tag" cans - the ones that announce a corp/alliance presenence in a system in their title - and it took about 10 minutes with 2 battleships and a battlecruiser firing all our weapons at it.
Obviously in 0.5-1.0 there's no way they'll be killed, concord will show up.
In 0.4 and below, if it's at a belt or if the attacker can tank the sentry guns at the gates/stations, they can be destroyed, but only if someone really, REALLY wants to, or they're bored. -Colossus Technologies- 0.0 and Empire Mining | PvP | Manufacturing | Ratting | Trading | Missions |
