You've got a few options for getting into ship PvP as a newbie. I'm sure others can come up with more.

Faction Warfare basically involves being in a faction militia and fighting for control of areas of space, it's a mixture of PvE and PvP. You will die, when you do die talk to the guys that kill you, if you have a good attitude most will be more than happy to help you with fits and tactics, or even reimburse you if you're good sport and a newbie. It means you'll give them a better fight next time. Some will even try and recruit you.

Red vs Blue (RvB), two corporations permanently at war with each other, it's the closest thing to an "arena" you'll find in Eve. It's cheap, it's cheerful, they run newbie fleets, fairly casual etc. Once again, you'll die, ask questions.

Agony Unleashed Classes, these are classes run by PvPers for ISK, it's an Eve business. There's a fair bit of reading material as well as practical in lowsec and nullsec. If you're ISK rich or are willing to throw a PLEX into your wallet then these are well worth spending it on.

Player run public roams, they run NPSI (Not Purple Shoot It) purple being the colour of everybody in fleet. There's several of these which run through lowsec and nullsec. Redemption Road host quite a few covering various timezones, there's also RvB Ganked and Spectre Fleet, who host several and probably a few more I don't know about; all of them will probably welcome a newbie with tackle. They all run until everybody in fleet has either run out of ships or been podded, are always fun, often hilarious and always get good fights.

Buy 50 frigates, get into duels, roam lowsec and nullsec, pick fights, lose them, adapt your fits and tactics as you learn from them.

There's also piracy and ganking, if you fancy being the villain. You'll find more PvP options opening to you as you progress.

Remember you WILL die, when you do talk to the guys that kill you, most will be more than happy to help you with fits and tactics if approached the right way. A gf or o7 always goes down well in local.
