Been considering it for a while, it sounds rather funny. A change from mining or hunting is in order. I know it is a bottom feeding thing to do, but hey call me rimmer! If it happened to me in my usual sub 0.5 mining haunts the theif would be some much debris! But a carebear in 1.0 -0.6 is fair game IMHO.

No, it isn't.
It's sanctioned out of game (By CCP) and in-game, CONCORD say they have better things to do than stopping people from taking jettisoned ore.
