Unless you've neglected Battlecruiser skill, you may find that Cyclones are a better bet for 90% of level 3 missions. Of course, if you've ignored BC skill for Battleships (quite feasable with your SP levels) then the advice previously given is far more apposite.

I nearly always use drones for the small stuff. 5x Medium drones pounding away on the frigs/crusers while you're taking on the battleships and battlecruisers.

Ah, yes you are missing something, but its an involved trick. here's what you do:
1) web the frig 2) activate the tracking mod 3) paint the frig (not neccesary, but helps substantially) 4) click the approach button to make your ship try and fly at the frig. the frig will try and maintain its orbit distance. transversal velocity will drop, and the frig will vaporize. you need the webber for this. 5) feel pwnalicious compared to them chumps in their ravens salvoing volley after volley of impotent yet expensive missiles at them silly little buggers.
your mileage may vary, but it works a treat for me.

I use 800mm and don't have a problem hiting most frigates. Lets remember that all frigates are not created equal. If your trying to shoot interceptors your going to have trouble. Otherwise I still shoot down frigates with my close range tempest without issue.
Perhaps its your piloting skills that need some improvement. Of course you cant just sit there and let them orbit you. Typically you kill them before they get that close. But even after they do, if they are not interceptors, some fancy Minmatar piloting will kill em off.
