This is a "Wouldnt It Have Been Interesting Idea".
Auto Cannon Flack ammo, 50-70% dmg compared to EMP or Phased Plasma and it cuts the sig resolution of the gun it was in by 25-50%.
Various penalties *here*.
Discuss.
BTW this would be replacing Hail

Id rather see tracking 150%¦. But it would be useless to frigates :X

It would seem to be a large or medium gun ammo type. Small guns aleady track well enough. Flak is a large gun anti small ship ammo. Spraying frigs and 'ceptors from a BS and watching them try and dodge the flak clouds sounds cool.
But how would it work? For balance alone, I do not believe every ship should be able to kill every other ship. Weakness and strengths is why we have a game. Logically there should be a "best" ship design but, If they just built one solo pwning machine there would be no point to playing.
Let the SOB 'ceptors out run most things. I really hate those things. So maybe a counter would be nice?!?

t2 amo should equal T1+ special.
10-15% extra tracking could WELL be a special.

My ideal Flak style projetile ammo would be Medium and Large turrets only.
Flak M
Explosive : 12
Kinetic : 6
Range Bonus : -50%
Falloff Bonus : -50%
Tracking Bonus : 20%
Sig Radius Bonus : -20%
Reload Penalty : 100%
It tracks and hit smaller faster moving ships, not hugely damaging but because of the complex nature of the shells it takes twice as long to load and unload. Because the fragments disperse quickly it's very short range.

It could have the same statistics as precision missiles. But, wait, that would be overpowered
